About the Work Unit
The Engineering Physical Science Technician III works in The Colorado Department of Transportation's (CDOT's) Materials Unit in Grand Junction, CO. Region 3 encompasses 15 counties in western Colorado.
The Unit provides materials-related guidance and direction in preconstruction and construction activities from project inception to closure, including providing guidance on CDOT procedures to CDOT, consultant and Local Agency (LA) personnel. The Unit manages surface treatment asset funds; performs drilling to determine existing roadway structure and provides materials recommendations and specifications for region projects. The Unit performs independent assurance testing to ensure project materials testers perform materials testing in accordance with contract requirements; performs laboratory testing of soils, aggregate base course, asphalt and concrete, in accordance with CDOT and AASHTO requirements; ensures CDOT documentation processes comply with State, Federal and contract requirements and audits quantity documentation for Region 3's approved and budgeted construction projects. This unit provides direction, instruction and guidance to Project Engineers for contract modification orders and preparation of As-constructed Plans, project pay quantity documentation, contract claim settlement and project budgets.
About the Position
This position reviews materials testing and documentation for construction projects during preconstruction, construction, postconstruction, and during final review and project closure; provides materials testing support for small projects that require only minimal testing, and for the Region 3 Materials Lab and IAT Lab. This position is expected to develop into a Subject Matter Expert for materials finals documentation and processes, materials testing, and digital documentation and storage of materials related information.
Your duties and responsibilities will include, but are not limited to, the following
Provides support for project testers and the Region 3 Finals Administrator by scheduling and conducting field audits of active construction projects to evaluate interim and final materials documentation.
Provides guidance and training on materials testing and materials documentation for construction project staff.
Identifies when a situation exceeds standard procedures and requires escalation.
Evaluates project documentation such as COC's (Certificates of Compliance), CTR's (Certified Test Reports), Buy America, and Build America Buy America records.
Monitors the performance of Region 3 project materials testers to ensure they are operating adequately.
Identifies unsatisfactory performance and determines the necessary corrective procedures or actions.
Orients new testers to specific projects and trains staff on proper form completion per the FMM and ATSER.
Serves as a liaison by providing quality assurance results to Project Engineers and relevant staff.
Serves as a subject matter expert in the application of the Field Materials Manual, CDOT Laboratory Procedures Manual, CDOT Specifications, and AASHTO/ASTM/ACI procedures.
Conducts comprehensive field audits of construction projects to identify non-compliance in testing procedures and documentation.
Serves as the primary materials tester for smaller construction projects (e.g., Traffic projects) that lack an assigned tester.
Performs specialized field tasks including coring, drilling, and logging.
Facilitates equipment procurement and maintenance schedules to keep the unit operational.
Executes all testing in strict accordance with established standards.
Operates a State vehicle for travel and conduct meetings, transport material samples, and conduct lab inspections in other CDOT facilities.

Work Environment
Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
Approximately 10% spent in the field, 90% spent in the office
Travel required during work hours throughout Region 3
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles
May be required to lift up to 70lbs
Required to wear all CDOT provided personal protective equipment (PPE) and follow all safety procedures
Required to work in proximity to heavy traffic, in variable weather, and over variable terrain

Minimum Qualifications
Experience Only:
A high school diploma or GED;
AND at least six (6) years of experience in any combination of the following: assisting in the design of construction plans, monitoring construction projects by conducting materials testing, project inspection, and documentation;
OR
Education and Experience:
A high school diploma or General Education Diploma (GED).
AND a combination of at least six (6) years of relevant experience and education:
Coursework from a U.S. accredited college or university in chemistry, construction management, engineering, engineering technology, mathematics, project management or a closely related field of study will be considered on a year to year basis.
Experience conducting materials testing and/or construction inspections, which includes experience with completing testing documentation will be considered.
