Responsibilities The primary purpose of this position is: To oversee test and evaluation operations for the Guardian Angel (GA) test division of the Combat Search and Rescue (CSAR) Combined Test Force (CTF). Through application of direct operational military experience in CSAR, plans, executes, and reports on COMACC directed Guardian Angel weapon system and other CSAR related test and evaluation projects. Oversees the design, testing, and reporting on all aspects of maintainability, reliability, and availability for a wide variety of GA hardware and software items. DUTIES: Ensures accountability for all modification, integration, utility, and suitability evaluations for GA operational testing Serves as Operational Suitability Analyst - Manages operational suitability testing during the pre-planning, planning, execution, and reporting phases of operational test and evaluation for GA Ensures GA recovery team and support personnel availability prior to test start Oversees test division personnel and equipment utilization Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT (Cont'd) This is an Acquisition Professional Development Program (APDP) designated position. Incumbent must be able to obtain/hold Defense Acquisition Workforce Improvement Act (DAWIA) certification in Test and Evaluation (T&E), Foundational, Entry Level 1 - completion of recurring continuing education training is required to maintain certification. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established management principles, administrative regulations, and plans and policies relative to Operational Test and Evaluation of weapons systems, knowledge of and skill in applying standard qualitative and quantitative techniques sufficient to carry out assigned projects and studies, knowledge of pertinent laws, regulations, policies, and precedents that affect Wing programs. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established management principles, administrative regulations, and plans and policies relative to Operational Test and Evaluation of weapons systems. Knowledge of and skill in applying standard qualitative and quantitative techniques sufficient to carry out assigned projects and studies. Knowledge of DoD, Air Force, ACC, and 53d Wing goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations, knowledge of pertinent laws, regulations, policies, and precedents that affect Wing programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in developing new or modified work methods, organizational structures, management processes and/or program administrative procedures. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
