DEPARTMENT: Human Resources, Central New York Regional Transportation Authority
SALARY RANGE: Grade 11 - $125,144 to 139,875
Note: If successful, AVP position could transition into the VP position after 12 months. Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale.
JOB SUMMARY: The Associate Vice President of Human Resources is responsible for the strategic direction, administration, and oversight of all human resources functions for the Authority. This includes recruitment, classification, compensation, benefits, labor relations, employee relations, policy development, training, and regulatory compliance. The Associate Vice President serves as a key advisor to executive leadership and ensures adherence to all applicable federal and state laws and regulations. The position also provides executive oversight of the Training Department, ensuring the effective development and delivery of training programs that support organizational performance, safety, and compliance requirements. Position is exempt.
MAJOR DUTIES:
Strategic Leadership
Serve as a trusted advisor to executive leadership, department heads, and the Board of Directors on all human resources matters.
Develop and implement HR strategies, policies, and programs that support organizational objectives.
Recommend and present policy initiatives and updates to executive leadership and/or the Board.
Human Resources Management
Provide executive oversight of the Human Resources department including labor relations.
Directs all HR functions, including recruitment, classification, compensation, benefits, employee relations, and performance management.
Oversee workforce planning, talent acquisition, and succession planning initiatives.
Ensure the maintenance and integrity of job descriptions and compensation structures.
Training & Development
Provide executive oversight of the Training Department, including staff, programs, and resources.
Ensure delivery of effective onboarding, compliance training (e.g., harassment prevention, workplace violence, substance abuse), and annual refresher programs.
Oversee operator training programs, including compliance with applicable regulatory requirements (e.g., 19-A).
Labor Relations
Participate in labor contract negotiations.
May serve as the employer representative in grievance procedures and arbitration proceedings.
Provide guidance on complex employee relations matters.
Compliance & Risk Management
Ensure compliance with all federal, state, and local employment laws and regulations.
Serve as HIPAA Privacy Officer and Title VI Complaint Officer.
Act as Authorized Representative for CMS programs, including RDS and MMSEA Section 111.
Oversee substance abuse compliance programs and Equal Employment Opportunity program.
Benefits & Insurance Administration
Oversee employee benefits programs, including self-insured health plans.
May administer some property and casualty insurance programs, collaborate on claims administration and legal counsel at the direction of the EVP.
Safety Oversight
Promote and ensure adherence to organizational safety policies and procedures.
Coordinate with the Director of Security to support training, compliance, and continuous improvement initiatives.
Leadership & Administration
Supervise, mentor, and evaluate HR and Training Department staff.
Participate in procurement processes related to HR and benefits vendors.
Represent the Authority in legal, regulatory, and administrative proceedings as needed.
JOB REQUIREMENTS:
QUALIFICATIONS
Bachelors degree in Human Resources, Business Administration, or related field.
Minimum of 10 years of progressive HR leadership experience, preferably in a unionized environment.
Strong knowledge of employment laws, labor relations, and HR best practices in public sector environment.
