Summary About the Position: This is a Contract Specialist GS-1102-13 position for the U.S. Army Corps of Engineers, Tulsa District located in Tulsa, OK. Responsibilities Plans, develops and establishes long and short range procurement plans, strategies and approaches for the overall acquisition program. Provides expert advice and input for procurement elements of program planning documents. Advises program officials in procurement planning meetings of the procurement objectives to be used and explores new or innovative contracting approaches to arrive at an equitable contract management. Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved. Performs detailed analyses of all elements of cost in contractor proposals, and participates in source selection processes for complex requirements Prepares the contract for award in accordance with all applicable regulations and statutes Responsible for contract administration functions following contract award throughout the life of the contract. Monitors and ensures contractor performance in accordance with all terms and conditions of the contract. Basic Requirement for CONTRACT SPECIALIST: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award functions (such as performing source selections duties, analyzing contractor proposals, supporting documentation, and developing special contracting language) for contracts in construction, supplies or services; AND 2) Performing post-award contracting work (such as preparation of requests for price proposal letters, performance of all required audits, dispute resolution, issuance of delivery orders, and preparation of modifications). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
