The AccountingSection manages the agency general ledger, prepares the Annual Financial Report, administers cash management, and develops agency financial reports. TDA receives and distributes grant funds, and Accounting provides additional oversight to grant program disbursements and reporting.WHAT YOUand#8217;LL DOThe General Ledger Accountant will perform highly complex (senior level) accounting work. Analyze and audit financial information for accuracy and compliance with department policies and procedures and state and federal statutes. Responsible for preparing journal vouchers for account clearing; reconciling various accounts, inter-agency communication; and assisting with Annual Financial Report (AFR) preparation. Works under limited supervision with considerable latitude for the use of initiative and independent judgement.ESSENTIAL DUTIESAnalyze and prepare monthly financial reports; prepare annual financial statements, reports, schedules and exhibits.Prepare, review, and process general ledger accounting entries in both Centralized Accounting and Payroll/Personnel System (CAPPS) and in the Uniform Statewide Accounting System (USAS).Develop, coordinate or produce complex reports, including Cash Management Improvement Act (CMIA) and Benefits Proportional by Method of Finance (APS011).Analyze and prepare federal cash reconciliations between federal draw down system, CAPPS and USAS.Audit, analyze the cash processing activities to ensure entries and adjustments are made to proper accounts.Assist in responding to State Auditor, External Auditors, and or Internal Auditor reports to ensure recommendations are adequately addressed and implemented.Audit, analyze and recommend improvements, adaptations or revisions to procedures.Prepares complex financial paperwork involving the use of advance Microsoft Excel functions.Follow all TDA policies and procedures.Perform other duties as assigned.
Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (The application must state how each of the following qualifications are met - resumes do not take the place of the required state of Texas application which must be completed in CAPPS or WIT.)Bachelorand#8217;s degree in Accounting, Finance or similar field. (One year of work experience related to the essential duties may substitute for one year of college).Three (3) years of work experience in government and/or state agency accounting or finance.Experience with Annual Financial Report (AFR) preparation.Experience preparing complex account reconciliation.Experience with State of Texas accounting system Centralized Accounting and Payroll/Personnel (CAPPS), USAS and/or other accounting software and systems.Experience using Microsoft Office Suite.Education/Certifcation Subclause: A Masterand#8217;s degree in Finance, Accounting, Business Administration, Economics or related field or CPA with active certification recognized in the state of Texascan substitute for an undergraduate degree and two (2) years of work experience.PREFERRED QUALIFICATIONSCertified Public Accountant (CPA) license in good standing.Mastersand#8217;s degree from an accredited college or university in Accounting, Finance or similar field.KNOWLEDGE, SKILLS ABILITIESKnowledge of Generally Accepted Accounting Principles (GAAP) and state laws pertaining to public funds, governmental finance and automated accounting systems, and procedures affecting the maintenance of accounting records.Skill in providing customer service excellence to both internal and external customers. operating a personal computer with applicable software; math aptitude, in the use of Microsoft Excel at an intermediate level to advanced level and critical thinking and in critical thinking and analytical writing.Ability to work accurately and effectively with numeric data; perform analyze, evaluate and interpret accounting records and data for accuracy and conformance to procedures; to interpret laws and regulations; work accurately and effectively with numeric data; explain technical accounting information in an understandable manner; efficiently organize, prepare and maintain volumes of detailed records, files, procedures and reports; organize information and provide clear audit trails for documentation; work effectively under pressure and organize workloads to meet strict deadlines, while maintaining extreme attention to detail; multi-task in a fast-paced environment and exercise sound judgment and discretion; understand and adhere to the agencyand#8217;s Policies and Procedures; and build and maintain effective working relationships with management and co-workers.PHYSICAL REQUIREMENTS WORKING CONDITIONSNormal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact.
