About this Job
The Division of Administration/Office of State Uniform Payroll has vacancies in the Garnishment Administration (GA) unit.
The GA Unit is responsible for all actions related to garnishment processing for employees paid through LaGov HCM. This includes processing for child support, medical support, federal and state tax levies, administrative wage assignments, alimony, student loans, and bankruptcy orders.
This is a professional, advanced journeyman-level position that serves as a program leader guiding and completing complex tasks affiliated with the statewide centralized garnishment administration management program within the Office of State Uniform Payroll. This position provides functional supervision over agency staff as related to garnishment activities and functional supervision over lower-level subordinate State Uniform Payroll Analysts on a task basis, and functional supervision over peers on a project. The Garnishment Administration Unit is responsible for processing all garnishment @types, such as Federal and State Tax Levies, Creditors, Student Loans, Administrative Wage Garnishments, Bankruptcies, Child Support, and Alimony. The Garnishment Administration Program is responsible for garnishment of payroll payables in excess of $9 million annually for more than 37,000 employees and 145 garnishment vendors.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, banking, or human resources; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, statistics public administration, or human resources; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, statistics, public administration, or human resources; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Confers and corresponds with agency personnel, creditors, and employees concerning all garnishment questions.
Confers with Internal Revenue Service, Louisiana Department of Revenue, and various courts, attorneys, and federal and state entities regarding highly complex garnishment problems and policies and procedures that impact all aspects of garnishment withholding and remittance.
Research changes in laws to ensure correct calculations of disposable income for garnishment withholding, and recommends changes to system configuration.
Provides assistance and guidance to employees, user agencies, vendors, attorneys, and federal and state entities concerning garnishments and
related issues.
Analyzes garnishment notices and judgments for entry into the LaGov HCM System and establishes priority for multiple garnishments pursuant to federal and state laws.
Establishes garnishments within Access database for tracking/monitoring of activities associated with a particular garnishment and employee.
Analyzes, acknowledges, and processes electronic income withholding orders from the Office of Child Support Enforcement via their e-IWO Portal. Analyzes and processes child support lump sum payments that are received from the Office of Child Support Enforcement's Child Support Portal.
Initiates official OSUP memos to agencies regarding issues affecting repayment/recoupment of overpaid wages and annual leave, garnishments, and related issues.
Analyzes agency requests for recoupment of overpaid wages and repayment of annual leave.
Participates and/or conducts special projects and research as assigned.
Position-Specific Details:
Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.
Compensation: This position has a Special Entrance Rate (SER) as follows:
If filled as a State Uniform Payroll Analyst 1, the SER is $1,980.00 biweekly
If filled as a State U niform Payroll Analyst 2 , the SER is $2,118.40 biweekly
If filled as a State Uniform Payroll Analyst 3, the SER is $2,383.20 bwieekly
