Summary The primary purpose of the position is for the specialist to lead and supervise the effort to meet or exceed Strategic Analytics for Improvement and Learning (SAIL) performance expectations related to access, wait times, readmissions, patient flow, and timely, efficient, and cost-effective processes throughout the health care system and its clinics. The specialist must have knowledge in medical terminology and have clinical education to include biology and public health. Responsibilities Conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, access, workflow, system redesign, etc. Develops and evaluates alternative program evaluation and costs benefits analysis tools for consistent, continuing, effective program evaluation. Under direction from the Medical Center Director and the office of Management Support the incumbent uses broad range of authority to establish priorities and make independent decisions to meet the health care systems overall administrative and management goals/ directives. Performs advanced evaluation of programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues. Develops and implements a health care system SAIL review plan that supports achievement of the organization's strategic plan. Analyzes and interprets new or proposed legislation, regulations, or policies to determine impact on programs, operations, and/or management within a specific functional or well. Finds and implements ways to improve customer satisfaction, promote team building, and a patient centric culture. Make sound decisions and to demonstrate his/her ability when making related recommendations to the Medical Center Director and/or top management official. Works collaboratively with MEDVAMC leadership to establish staffing plans that include FTEE, and skill mix needed for systems redesign initiatives based on workload, patient needs, staffing guidelines, work area, geography, and existing human resources. Draws from his/her knowledge of the unique characteristics of the specific health care delivery system served, knowledge of the patient demographic trends, and an awareness of strengths and interests of the clinical and administrative staff to develop long and short-range program development proposals to meet existing and anticipated Medical Center health care program needs. Serves as a program manager and administrator for all SAIL health care system activities related to system redesign, including but not limited to: Inpatient flow improvement, Business/Administrative processes, and Management processes. Ideal candidates bring advanced quantitative analytics and data warehousing expertise (SQL/BI tools), deep understanding of VHA operations (workload capture, resource utilization, VERA), and experience advising senior executives on policy and operational decisions. Success supervising multidisciplinary teams, driving change management, and communicating complex data in clear executive briefings is essential. Certifications such as Lean Six Sigma Black Belt and/or PMP are highly desirable.
