Project Overview:
Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a 4-10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am - 5:30 pm.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable .
Job Summary:
In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders' lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs

Major Responsibilities:
Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
Forms bid packages and issues bid requests; coordinates bidders' questions; and receives bidder proposals
Prepares Commercial Bid Summary and recommendations to award
Prepares and commits purchase orders within their authority
Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
Education and Experience Requirements:
Requires a University Hire with less than 1 year of experience or 4-5 years of relevant work experience
Required Knowledge and Skills:
Develops, prepares, coordinates, and submits the monthly corporate and project Supply Chain metrics.
Coordinates, reviews, prepares, and submit the Supply Chain updates to UPF Project Dashboard.
Coordinates and reviews the weekly Critical Deliveries with Expediting Supervisor and Purchasing Manager.
Assists in the support and submittals of the Small Business goals and plans with Purchasing and Subcontracts.
Assists in the reporting of the ENR and DCAA submittals to Bechtel corporate.
Support Supply Chain Compliance group with data requests and reviews, as appropriate.
Works with client and government auditors, provides required data to operating personnel and project offices, as appropriate.
Assists in the development and tracking of Supply Chain Training assignments for the UPF Project.
Excellent written and verbal communication skills.
Intermediate computer skills in Word, Excel, Access, and Power Point.
Maintain a working relationship with Project Controls personnel on Supply Chain schedules (i.e., Starts and Finishes).
Support requests from the client (APMO) on data, reports, etc.
Works with Supply Chain management in developing the scope of business operations work, and in preparing and coordinating Procurement plans, schedules, estimates, forecasts, and budgets.
Prepares and edits presentations describing Supply Chain's methods, or other relevant information within Supply Chain's scope of activities.
