Summary The Southern Arizona VA Healthcare Network is recruiting for a Supervisory Health System Specialist assigned to the Deputy Associate Director, Patient Care Services (D-ADPCS). The incumbent is fully responsible for providing executive-level management support to the ADPCS Services, the Deputy Associate Director of Patient Care Services, and other members of the executive leadership team, who oversee the planning, organization, development, direction, and evaluation of facility operations. Responsibilities Duties include but not limited to: Provide oversite and guidance as an experienced Contracting Officer's Representative (COR) regarding facility wide clinical contracts for which that position serves as COR or alternate COR. Assess the posture of the executive leadership on priorities and interpretation of policy and disseminates the philosophy of leadership in policy/procedural matters. Serve, as delegated, as the representative for the Associate Director of Patient Care Services and Deputy Associate Director of Patient Care Services in communications with stakeholders. Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines. Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Office. Conduct analytical studies of manpower, workload, space, finances and budget, and equipment and other resource utilization. Formulate, advise on, participate in developing and coordinating long range (5+ year) operational plans and implementation of health care management policies, programs, and operations, have a direct and substantial impact on the programs of the facility. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
