Summary The Supervisory Environmental Care Specialist performs technical and administrative work involving managing and administering Environmental Management Service (EMS) operations and safety of Miami VA Healthcare System that includes support to all Outpatient Clinics (OPC) and Community Based Outpatient Clinics (CBOC). Position is also responsible for developing, coordinating, directing, and managing the hospital Environment of Care (EOC) Program, in association with EMS Deputy Chief. Responsibilities Duties include but not limited to: Conducts Environment of Care (EOC) quality control site visits to document, track, and report deficiencies and corrections. Assigns deficiencies for correction to responsible parties and analyzes trends for performance improvement and quality assurance. Ensures maintenance of environmental sanitation are within acceptable bacteriological levels. Plans, coordinates, and supervises EMS functions such as environmental sanitation, linen distribution, waste management and bed management system (health aids). Determines the need for and allocation of resources for EMS functions. Provides input on Sanitation operations by reviewing supply usage, analyzing current workload, conducting time management studies and considering possible changes. Recommends equipment needs by analyzing function to determine the @type and amount of equipment needed to efficiently and effectively complete each assigned task. Evaluates supplies to identify products that best perform and meet all Environmental Protection Agency and Veteran Health Administration requirements. Prepares equipment and supply requests. Identifies and implements security measures designed to safeguard supplies and equipment. Documents all EMS deficiencies/corrections into the Performance Logic System. Performs time and motion studies on all EMS processes. Clocks, documents and evaluates step processes to improve effectiveness and expedience. Coordinates program efforts with other internal/external activities and program management officials. Supervises 19 Housekeeping Aid Supervisors, with indirect oversight of 331 federal wage employees. Performs administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, clearly communicated through a formal Employee Performance Management System. Observes workers' performance, demonstrates, and conducts work performance critiques. Resolves informal complaints and grievances, develops work improvement plans and recommends personnel actions as necessary. Assigns work based on priorities, selective consideration of difficulty and requirements of assignments and capabilities of employees. Conducts minor disciplinary measures, such as warnings and admonishments, recommends other actions in more serious cases. Serves as Contracting Officer Representative for EMS contracts, developing contract specifications and evaluating technical proposals for solicitations; oversees services provided through contractors.
