Summary About the Position: This Acquisition Analyst position is located at Aberdeen Test Center, S-8 RM Directorate with duty location of Aberdeen Proving Ground, MD. (merit) The incumbent may be non-competitively promoted to the target level of NH-03, upon meeting the following requirements: (a) satisfactory demonstration of ability to perform the work at the higher level; (b) recommendation for promotion by supervisor; and (c) all applicable OPM qualifications. Responsibilities Develops procurement documents (PWS, IGCE, QASP, J and A, D and F, source selection plans) Advises on acquisition strategies and compliance with statutes, regulations, and DoD/Army policy. Tracks contract spend, burn rate, funding levels, and contractor labor rates. Reviews contracts and deliverables for compliance with FAR and PWS requirements. Evaluates contractor performance, funding execution, and compliance with regulations. Supports short and long term procurement planning and organizational goals. Identifies inconsistencies, risks, or inefficiencies in contract processes. Compiles data for DA/DoD taskers and validates manpower/budget submissions (PDC, CMRA). Analyzes transactions in GFEBS and assists users with financial system issues. Conducts in depth reviews of contract progress and recommends corrective actions. Serves as COR to monitor contractor performance and compliance. Ensures contract awards meet timelines and regulatory requirements. Monitors procurement milestones and delivery schedules. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04/NH-01). OR Education: Master's or equivalent graduate degree OR 2 Full years of progressively higher level graduate education leading to such a degree such as: Finance/Accounting, Business Administration/Management, Mathematics/Statistics. Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $111,087 (w/locality).
