Summary The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. We develop, maintain and protect IT solutions and data across our 27 agencies to enable mission outcomes through technology and service. OCIO continually enhances federal IT and digital capability with a focus on cybersecurity and customer experience to serve America's wage earners, job seekers and retirees. The role supports the Chief Information Officer (OCIO) and its Directorate of Digital Transformation, which consists of the following divisions: Division of Web Operations and Development, Division of Publication and Web Content, Division of ECON & Stat Analysis, and Division of User Experience Research and Design. Under the direction of the Chief Information Officer, the Directorate leads the Department's delivery of accessible, equitable, transparent, and responsive digital services, including public-facing websites, online tools, data-driven content, and user experience design, with a focus on the actual experience of the people these services are meant to serve. Performs one or more of the following duties or sets of duties. User Interface Perform data analysis to improve business process and technology solutions that meet end user needs. Gather and evaluate user requirements and analyze the data to develop proto@types, interfaces, and mockups for testing. Lead projects from the development and design stage through to completion in a way that builds stakeholder buy-in and support. Collaborate with a wide range of stakeholders and customers to develop, evaluate, and implement strategies for improving customer experience and achieving measurable outcomes. User Experience Participate in the design and delivery of high-quality solutions using user experience (UX) research techniques and testing to assess user behavior. Conduct feasibility studies and tradeoff analyses to develop functional and system requirements that work across multiple platforms. Ensure integration of components, e.g., system processes, applications, interfaces, and designs for software and hardware components. Collaborate with programming, engineering, and customer management teams to evaluate and make improvements on existing processes and planning systems implementation. User Requirements/Customer Relationship Advocate for end users and customers to identify and specify requirements. Implement staff training on the benefits of these practices to improve services and create sustainable changes. Build processes to incorporate and translate customer feedback and usage metrics into elements that enhance UX design. Design and create effective products that meet the needs of the end user/customer. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements AND the Specialized Experience to qualify for User Experience Designer, as described below. Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet 2 of the 4 statements below to be found qualified. Qualifying specialized experience for GS-13 includes: Experience applying systems analysis principles and techniques to evaluate emerging system design methodologies and enhance software quality. Experience applying systems analysis principles and techniques to develop and present recommendations for adopting new methodologies, and to lead their implementation. Experience applying software design concepts and methods to investigate, evaluate, and select tools and approaches that enhance productivity and software quality throughout the system life cycle. Experience applying software design concepts and methods to assess the feasibility of adopting new software design technologies within the existing systems environment and to develop best-practice guidance for use by other applications software teams. Education Education may not be substituted for experience at this level.
