Summary The Training Specialist serves as the Training Instructor for the Community Care (VACC) of the Bay Pines VA Healthcare System (BPVAHCS); Responsible to develop and direct comprehensive education and training programs; Provide in-depth consultation in the areas of needs assessment, curriculum design for complex training goals and program evaluation. Responsibilities Duties include but are limited to: Develops courses and implements general training plans designed to enable individuals and groups to develop knowledge and skills of the Community Care program Plans and sets broad objectives for multiple training programs and serves as a resource to the Community Care management team in determining training needs. Responsible for keeping pace with new programs, such as Veterans Choice as changes are published and communicates necessary information to individuals or groups; delivers presentations suited to the characteristics, and needs of the audience. Maintains knowledge of current information related to non-VA care regulations and seeks continuing education in all phases. Participates in regular meetings with the objective of solving problems, brainstorming, and educating staff and others as to the policies and procedures of the Community Care program. Serves as liaison between agency officials and outside training resources in planning, coordinating, scheduling, and monitoring outside specific training sessions. Independently evaluates courses by planning and conducting validity and reliability studies to analyze material and develops recommendations for course revisions. Performs audits of all work processes to include consult/authorization processing, all claims processing and payment, eligibility, and medical documentation scanning and indexing to ensure work process are being performed properly and in accordance with established laws, policies, and standards. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/06/2026. Time-In-Grade Requirement: Applicants, who are current Federal employees and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement (IOR): This position requires education/experience that must have been related to the work of the position for which application is made. Education: Undergraduate and Graduate Education: Major study-education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience Requirement- To qualify at the GS-09 grade, you must have one (1) year of specialized experience equivalent to the GS-07 level or higher. Examples of specialized experience would typically include but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR, Education: Applicants may substitute education for the required education. To qualify based on education for the GS-09 grade level, you must have earned a master's or equivalent graduate degree (including LL.B. or J.D. if related) or I have completed two (2) full years of progressively higher-level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work (Transcript required). OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education (Transcript required). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience: Develops specialized education and training courses for the Community Care Program under the direction of the Chief, Community Care Program. Plans and implements general and strategic training plans, conducts needs assessment, and delivers tailored content to groups and individuals, ensuring they acquire necessary skills and knowledge. Keeps pace with and communicates updates about new programs and tools, evaluates training effectiveness, and serves as liaison with external training resources. Additionally, provides training in various required applications and participates in Prevention and Management of Disruptive Behavior training. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; carrying of light items including training documentation or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. Incumbent may be susceptible to eyestrain from working long hours on the computer.
