Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland. Responsibilities Serves as an Adversary Emulation Subject Matter Expert providing technical expertise in virtual and physical network architecture to simulate a live cyber opposing force (Cyber OPFOR). Assists in the accreditation and/or certification of Cyber Mission Force (CMF) teams in accordance with (IAW)USCYBERCOM CMF Training and Readiness Manual and Joint Cyber Training and Certification Standards. Leads and contributes to development and management of processes and tactics, techniques, and procedures utilized by the OPFOR Community. Works collaboratively with cyberspace subject matter experts to define and document exercise objectives, define the scenarios and conditions to be simulated using Red Team methodology and tools. Exercises initiative and employs a variety of means to maintain current and comprehensive knowledge of the DoD cyberspace program landscape Participates in continuing efforts in a manner consistent with established formats and quality standards to capture, document, and catalog work products and other intellectual capital in forms suitable for the Command's knowledge base. Specialized experience would be demonstrated by: leading negotiations with industry partners to influence the development and management of tactics, techniques, and procedures (TTPs); collaborating with exercise planners to define, implement, and tailor Adversary Emulation capabilities for cyber exercises, providing real-time adjustments during execution and contributing to post-exercise analysis and reporting; proactively identifying DoD cyberspace requirements to research, propose, and lead the development of new Adversary Emulation capabilities; and testing and development of established tactics, techniques, and procedures (TTPs) and executing effects during collective cyber training events.
