Public Works-Environmental Business Operations Manager

The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks a Business Operations Manager to provide analytical, logistical and technical support to the Solid Waste Management Program (SWMP).

Serves as the SWMP Finance and Data Manager and lead for an array of advanced financial, accounting, operational, analytical and technical work to ensure the institutional effectiveness of solid waste management and diversion programs. Manage financial reconciliation matters, contract management, strategic organizational effectiveness efforts, and data collection and analytical matters. In addition, the position will produce benchmarking, data analysis, operational assessments, and leadership recommendations for business operation improvements. Analyzes and evaluates field operations and technical services and develops, recommends and implements long-term and short-term improvements in operations. Supervises the work of staff responsible for providing support to operational staff by conducting a variety of studies and analyses relevant to solid waste management. Position requires incumbent to operate a motor vehicle in the performance of duties and to drive to/from construction sites, offsite meetings, training and/or conferences.

DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal: providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.

Note:Position is designated as Emergency Service Personnel. Employee in this position must fulfill emergency service duties and comply with Solid Waste and DPWES safety programs and guidelines.

Illustrative Duties

Analyzes and evaluates public works/environmental services field operations and technical services;

Develops, recommends and implements long-term and short-term improvements in operations;

Reviews, analyzes and evaluates the effective use of the field operations or technical services branch's resources and makes recommendations to Branch Manager to improve organizational productivity and/or levels of service;

Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to made to improve services/operations;

Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendationsfor improvement;

Plans, conducts and/or oversees studies or research activities to ensure field operation/technical services program quality; determines unmet needs and makes recommendations to ensure effectiveness of existing programs;

Supervises/leads professional and paraprofessional employees;

Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;

Clearly communicates safety expectations;

Resolves safety-related issues in a timely matter;

Complies with safety competencies.
