Under limited supervision, performs advanced professional human resources work by independently providing consultations, guidance, and subject matter expertise in such HR functional areas as recruitment, staffing, workforce planning, performance management, classification and compensation. Using specialized knowledge and sound judgment, this position supports managers, supervisors and employees of the Small Agency Resource Team (SmART) ensuring consistent, timely and quality delivery of staffing services, assists with staffing projects and performs other duties as assigned.
This position has access to labor relations information as defined in M.S. 13.37: participates in meetings where state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to workforce, job allocation, compensation and selection issues.
This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team members or as requested by management to meet business needs. Minimum Qualifications
Three years of professional-level human resources experience.
A Bachelor's degree in Human Resources, Business Administration, Psychology, Organizational Behavior, or other related field may substitute for one year of experience.
All applicants who meet the above experience/education requirements will be further evaluated based on the following:
Experience coordinating vacancy-filling/selection activities such as developing job postings and announcements, determining position qualifications, reviewing applicant qualifications, developing interview questions with scoring anchors, and assisting supervisors with hiring processes.
Experience performing job evaluation/analysis.
Experience interpreting and applying policies, procedures, contracts, pay plans, legal documents, etc. to recommend actions and solutions, justify recommendations and document decisions.
SKILLS IN:
Analysis and critical thinking sufficient to evaluate complex information, ask questions and conduct research; conduct and document job analyses; make job classification and selection-related decisions and recommendations within acceptable timelines.
Written and verbal communication sufficient to effectively explain human resources policies, procedures, and collective bargaining agreement provisions to management, staff, and job candidates; relay sensitive/unfavorable concepts and decisions; compare/contrast information; compose thorough job audit documentation; develop job announcements; and write interview questions and scored anchors. A sample demonstrating your writing skills may be requested.
Human/interpersonal relations sufficient to interact professionally and respectfully with management, staff, and job candidates.
Preferred Qualifications
Experience in a unionized work environment.
Human resources experience with the State of Minnesota
Experience administering and interpreting the provisions of collective bargaining agreements or company plans.
Knowledge of the state's classification, compensation, recruitment, selections, and affirmative action processes sufficient to make decisions, recommend actions and solutions, justify and produce documentation for decisions.
Skills in gaining participation and consensus among diverse parties who may have opposing interests in order to achieve practical solutions to complex issues and goals.
Familiarity with or the ability to learn human resource systems (SEMA4, OBIEE, or similar), applicant tracking and reporting software to support management with decision-making and support staffing operations.
Ability to develop and maintain effective working relationships with agency managers, supervisors and employees.
