This position will be part of MNIT's Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
As an IT Senior Project Manager, you will formally manage projects and/or programs for the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.
The incumbent will serve as a primary point of contact between MNIT HSDS and MNIT Enterprise and will work to understand enterprise level priorities, initiatives, standards and emerging work impacting the Human Services IT Landscape. This role will also foster ongoing relationships and help translate enterprise planned initiatives into program-level planning and coordination across HSDS. This person will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development, including iterative and adaptive approaches, and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.
This position is temporary and includes full state fringe benefits; it is anticipated to last 24 - 36 months.
This position requires an employee to be onsite at 540 Cedar Street, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. This position requires a minimum of five (5) years of experience in performing IT project management functions.
Experience must include:
Risk Management, Defect Management, Conflict Management and other project management controls and practices using both Agile for Iterative/Incremental and Waterfall frameworks.
Knowledge of Portfolio, Program and Project Management including experience mentoring, coaching, and guiding other project team members where Agile, Waterfall, and a hybrid mix of both Iterative and Waterfall frameworks are used.
Project initiation, planning, execution, control and closure of complex IT projects and program-level activities.
Ability to manage conflict, develop team accountability, effectively deal with change, facilitate meetings, listen to stakeholders and project members, build consensus, negotiate, and persuade and build relationships across many disciplines.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding amongst all parties, including the ability to create, analyze, and present project and program information using clear visual reporting elements such as charts, graphs, and other visual formats.
Customer service skills that include collaboration, relationship building, active listening, empathy, and problem-solving.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
Possession of a Certified Associate in Project Management (CAPM) and/or Project Management Professional (PMP) certification.
Proficiency in Agile methodologies, including experience mentoring, coaching, and guiding project or Scrum team members, with a strong commitment to fostering inclusion and diversity within teams.
Knowledge of and experience with Portfolio, Program, and Product Management principles, with the ability to align project outcomes with strategic business objectives.
Comprehensive understanding of development and implementation life cycles, including the System Development Life Cycle (SDLC), Product Development Lifecycle (PDL), and Project Management Life Cycle.
Experience delivering both custom-developed business solutions and implementing Commercial Off-the-Shelf (COTS) and Software as a Service (SaaS) solutions.
Strong interpersonal and leadership skills with the ability to navigate and resolve conflict, build team accountability, and effectively manage change.
Skilled in facilitating meetings, active listening, stakeholder engagement, consensus building, negotiation, and persuasion.
