Summary This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Service (PDS). The PDS is responsible for comprehensive portfolio management. This primary purpose of the position is to Supervise and manage program management staff, resources and activities for planning, program and project execution, monitoring and evaluation of major VA IT investments and initiatives. Develops and explains performance expectations to employees and provides regular feedback on strengths and weaknesses including mid-point appraisals. Prepares employee performance appraisals and conducts year-end appraisals. Make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies. Supports obtaining Eresource requirements manpower and funding to implement programs/ projects. Updates plans and recommends business process changes in response to evolving circumstances, resources, or objectives, and ensures deadlines and priorities are met. Use knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. Use managerial techniques and quantitative analysis, to monitor work in progress, and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives. Coordinates with stakeholders to ensure appropriate interests are represented, functional requirements are included in analyses and designs, implements Government and industry best practices and tools within the assigned program areas, business practices are addressed and/or redesigned, and stakeholder feedback is incorporated. Develop and maintain strategic plans. Perform needs analysis to determine opportunities for new and improved business process solutions. Coordinates with senior agency leaders and technical personnel within OIT to ensure architecture is compliant with regulatory policies, communication, software standards and with user requirements. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Leading creation and distribution of data/AI tools and increasing usage and adoption, especially in the first 12 months. Past experience revitalizing data/AI products, such as search platforms, deep learning features, etc., as well as building compelling business cases for executives. Experience leading and growing data/AI teams. Expert at crafting product visions, strategy, and roadmaps.
