Summary This position is the GEMS Coordinator for John J. Pershing VA Medical Center in Poplar Bluff, MO and is a key official and advisor to the Chief, Environment of Care he Green Environmental Management Systems (GEMS) Coordinator and is also responsible for managing environmental program(s) and coordinating the efforts of organizations that relate to environmental matters. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The GEMS Coordinator assists VA with assuring compliance with all applicable federal, state and local laws and regulations governing air emissions, fuel and oil storage, hazardous pharmaceutical and non-pharmaceutical waste, solid waste, drinking water quality and wastewater discharge, chemotherapy and oncology-related reagent wastes, among other areas. Plans, organizes, directs, and evaluates the programs which includes setting qualitative and quantitative standards and provides technical assistance for projects to resolve environmental problems. Assignments include domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage, and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances; and regulatory oversight. Develops policies and procedures on the methods, techniques, and procedures necessary to integrate the GEMS in the Healthcare System providing technical expertise for the design, modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations applying environmental science and technology to demonstrate relationships between the operation of the facility with human health, ecosystems, environmental media and natural resources. Develops long range and short-range goals considering space utilization, budget processes, and planning activities. Ensures environmental compliance with standards and regulations for program elements on programmatic responsibilities including, but not limited to: Asbestos Identification Control, Ethylene Oxide, Hearing Conservation, Hazard Communication Standard, Chemical identification and Storage, Nitrous Oxide, Safe Drinking Water, Legionella Disease and Water Treatment, Fit Testing and Respiratory Program development, Anti-Neoplastic Drugs, Radon, Ergonomics and other environmentally-related issues and other program elements pertaining to the Industrial Hygiene Program. Serves as the Contractor Officer's Representative (COR) for the Hazardous Waste and Pharmaceutical Hazardous Waste contract, monitoring a variety of waste streams included within the contract with multiple standards and regulations for each @type of waste stream. Utilizes word processing software to execute several office automation functions such as storing and retrieving electronic documents and files: activating printers; transmitting and receiving e-mail. Qualifications SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: planning, implementing, and evaluating an environmental protection program; administering a green environmental management program/system; ensuring compliance with applicable laws and regulations; advising management and providing technical advice on environmental programs; developing and implementing environmental policies and procedures; conducting audits; and preparing reports.
