Position Description
Perform professional analytical and administrative work to support operations, programs, and management decision-making. Responsibilities include researching and analyzing operational, financial, and program data; preparing reports and recommendations; developing and improving administrative procedures; and supporting division initiatives.
This position supports the Asset Management Program by developing and maintaining Standard Operating Procedures (SOPs), conducting asset and operational data analysis, and assisting with process improvements that support regulatory compliance, operational efficiency, and capital planning.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
Conduct research, data collection, and analytical studies related to departmental operations, programs, policies, and administrative procedures.
Collect, compile, analyze, and interpret operational, financial, and asset management data to support decision-making, program evaluation, and operational improvements.
Prepare reports, dashboards, summaries, and recommendations for management to support planning, policy development, and program implementation.
Develop, document, review, and maintain Standard Operating Procedures (SOPs) for operational and maintenance activities to ensure clarity, consistency, and regulatory compliance.
Collaborate with Surface Water & Sewers staff to document operational workflows, safety protocols, and regulatory requirements.
Maintain document management and version control systems for procedures, program documentation, and operational records.
Conduct periodic reviews and evaluations of operational procedures and business processes; recommend improvements to increase efficiency and effectiveness.
Support the implementation and continuous improvement of the division's Asset Management Program, including documentation of processes and best practices.
Collect and analyze asset condition, lifecycle, and performance data to support risk assessment, preventive maintenance strategies, and capital improvement planning.
Assist in maintaining and improving asset management systems, databases, and data quality standards.
Coordinate with engineering, operations, and management staff to ensure accurate data collection, reporting, and alignment with asset management policies and practices.
Provide training and technical support to staff regarding new or revised procedures, documentation standards, and data systems.
Organize and maintain records, documentation, and reporting systems to support program monitoring, compliance, and operational accountability.

Education: Bachelor's Degree in Business Administration, Economics, Computer Science, Engineering, Public Administration, or a related field.
Experience: None required
Equivalency:An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application shows all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 1 month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities
Strong technical writing and documentation skills, particularly for operational procedures.
Ability to translate field operations into clear, structured processes and SOPs.
Analytical skills to interpret operational, asset, and financial data.
Knowledge of infrastructure asset management principles and data systems.
Ability to compile and analyze complex operational, research, and budget data.
Knowledge of sewer operations, maintenance practices, or municipal infrastructure systems (desirable).
Ability to work collaboratively across operations, engineering, and management teams.
Strong organizational and document management skills.
Excellent written and oral communication skills and ability to prepare reports and presentations.
Proficiency with computers, software applications, and data processing systems.
