Work involves planning, assigning, and supervising the activities of Regional Maintenance Managers and State Shop Supervisors to forecast and prioritize corrective, planned, and preventative maintenance of critical facilities that support the agencyand#8217;s operational readiness. The role requires sound judgment, proactive problem-solving, and the ability to manage multiple concurrent priorities in a fast-paced, mission-critical environment. Reports to CFMOand#8217;s Facilities Maintenance Branch Chief. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.Work Hours: Monday and#8211; Friday, 8-hour days, 40 hours/weekESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIESPlan, organize, and direct daily operations of the assigned regions, ensuring the consistent implementation of maintenance standards and compliance with agency policies and applicable regulations.
Supervise, train, and evaluate the performance of Regional Managers and State Shop Supervisors to ensure effective leadership and operational efficiency.
Oversee scheduling and execution of corrective and preventative maintenance activities to sustain uninterrupted operation of critical building systems, including heating, ventilation, air conditioning (HVAC), electrical, plumbing, life-safety, grounds, and structural components.
Validate and monitor Regional annual budgets for execution of planned maintenance activities to effectively buy-down risk of operational requirements.
Coordinate with the Planning and Programming branch for prioritization and budget development of proposed life-cycle replacement projects in the FM Annual Work Plan.
Coordinate Design and Project Management, Environmental, and Energy Management teams, to align maintenance operations with ongoing capital improvement projects.
Monitor and address emergency repair needs to minimize facility downtime and mission disruption; provide direction to staff during crisis or after-hours events.
Ensure proper documentation of maintenance activities within the Computerized Maintenance Management System (CMMS), and generate reports on performance metrics, labor utilization, and service trends.
Analyze operational data to identify deficiencies, develop process improvements, and recommend long-term maintenance strategies and staffing plans.
Address personnel matters such as coaching, discipline, and professional development to maintain a positive and productive work environment.
Prepare and oversee the creation of facilities management training, operational manuals, standard operating procedures (SOPs) and educational materials.
May serve as Deputy Branch Chief for Facilities Maintenance.
Attend work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook.
May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
Perform related work as assigned.
Qualifications: MINIMUM QUALIFICATIONSEDUCATION:Graduation from an accredited four-year college or university is required. (Substitution allowed.)PREFERRED EDUCATION:Graduation from an accredited four-year college or university with major coursework in facilities management, engineering, construction management or a relevant program is preferred.
Vocational or special training in any of the trades such as Electrical, HVAC, Structures, or Plumbing is preferred.EXPERIENCE:One (1) year of experience in facility operations, building trades or maintenance is required.
One (1) year of managerial experience is required.
