Join our dynamic team as a Grants Financial Compliance Specialist and be at the forefront of managing and ensuring the integrity of large-scale federal and state grants, including a groundbreaking $200 million Rural Health Transformation Program. MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty to grant cycles and the impact of the grant funding on program priorities. This position is currently funded and approved to be filled. While the position is funded, at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting In a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Minimum Qualifications

Four (4) years of Finance or Accounting experience and:
Experience in financial analysis, reconciliation, and review of budgets, including monitoring expenses, draws, and indirect costs.
Experience with federal and state grants management, compliance, and reporting requirements, including the Federal Uniform Administrative, Cost Principles, and Audit Requirements.
Strong background with understanding of accounting principles, budgeting, and financial reporting.
Proficiency with financial systems and reporting software such as SWIFT and OBIEE.
Minimum Qualifications to be assessed during the interview process:
Excellent communications skills, capable of preparing reports, training materials, and conveying technical information clearly.
Experience collaborating with multiple stakeholders, including internal teams, federal agencies and external partners.
Staying current on industry regulations, legislative changes, and best practices in grant management.
Discretion and professional judgment to handle sensitive financial information and compliance issues.
A Business Administration or related degree will substitute for experience as follows: Doctorate degree may substitute for two years of experience; master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associate degree may substitute for six months of experience .
Preferred Qualifications
Experience managing large, complex federal grant programs, particularly in health or public service sectors.
Experience with federal financial reporting, including Federal Financial Reports (FFRs) and FFATA reporting.
Knowledge of the Minnesota Department of Health policies, procedures, and legislative environment.
