Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Construction Directorate is seeking to hire a Deputy Director to provide strategic leadership and oversight of construction management, subcontractor execution oversite, and work control functions. This position serves as a key member of the directorate leadership team, partnering directly with the Director to ensure safe, and efficient delivery of construction activities in alignment with organizational priorities and mission objectives. The deputy director will represent Construction Management to drive integration across planning, execution and oversight functions.
Key Responsibilities:
Leadership and Strategic Management:
Act as a surrogate for the Director, representing them internally and externally, and provides strategic and tactical planning direction for construction project execution.
Serve as a senior advisor to management on construction performance, fosters stakeholder relationships, and develops long-range plans and budgets for construction activities.
Translate strategic objectives into actionable plans, simplifying processes, eliminating unnecessary complexity, and reinforcing a graded, risk-informed approach to work planning & execution.
Provide comprehensive guidance and oversight for all construction activities, ensuring adherence to safety, environmental, security, schedule, budget, and contractor management standards.
Lead and develop managers and supervisors, establishing clear expectations, accountability, and a culture of safety, performance and continuous improvement.
Project and Program Oversight:
Provide oversight of construction projects and programs to ensure alignment with scope, schedule, budget and performance objectives.
Ensure effective oversight of contractor execution and interface management, driving accountability, coordination, and timely issue resolution.
Monitor program performance, identify risks and trends, and implement corrective actions.
Environmental, Safety, and Quality (ES&H) Leadership:
Demonstrate strong ES&H leadership by consistently enforcing policies, implementing requirements, and emphasizing safety for employees, equipment, and property across all construction activities.
Take immediate action on unacceptable ES&H conditions/behaviors, ensures proper procedures, training, equipment, warnings, and tools are provided for safe construction work, and fosters an environment where employees can safely raise and resolve ES&H issues.
Financial and Resource Management:
Responsible to ensure construction maintains schedule, budget, and meets project milestones.
Responsible for managing the Directorate's indirect budget, ensuring effective planning, forecasting and control of resources in alignment with organizational priorities.
Responsible to ensure sufficient resources and manpower to support construction schedule.
Policy, Compliance, and Risk Management:
Establish and enforce policies to ensure effective operation for construction objectives, ensuring compliance with all federal, state, and local construction codes and regulatory requirements.
Anticipate, identify, control, or transfer construction-related risks, evaluates critical issues, and determines corrective actions in Risk Management system.
Interact with all levels of management and external parties on construction projects, operational decisions, scheduling, and contractual clarifications.
Lead briefings and technical meetings for internal and external stakeholders regarding construction progress and issues.
Ensure appropriate stakeholder engagement in construction reporting and planning.
Communication and Stakeholder Engagement:
Interact with all levels of management and external parties on construction projects, operational decisions, scheduling, and contractual clarifications.

Performance Monitoring and Improvement:
Develop and monitor Key Performance Indicator (KPI) metrics for construction project review and performance monitoring.
Lead incident investigations for construction-related safety or quality events, implementing corrective and preventive actions.
Activity Level Work Control:
Provide strategic leadership and direction to Integrated Work Control Program ensuring program and planning supports mission needs.
Qualifications
Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
Minimum 5 years of nuclear experience highly desired.
Knowledge and experience of Primavera schedule system.
Working knowledge of DOE "T-Week schedule process".
Working knowledge of DOE Integrated Safety Management/Work Control functions.
Construction Management Experience.
Project Management Professional Certification highly desired.
Experience as member of DOE 413B. projects highly desired.
Experience interfacing and integrating with integrated project teams such as project management, engineering, facility management, safety management.
Ability to negotiate creative and innovative solutions.

The primary work location will be at Mercury Campus in Area 23 at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
Work schedule for this position will be 4/10's, Monday - Thursday (subject to change)
Will require weekend work when demanded by project and program schedules.
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $186,347.20 - $302,806.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
