Summary You will serve as a CONTRACT SPECIALIST in the NAVAL AIR WARFARE CENTER AIRCRAFT DIV of NAVAIRWARCENADLKE. Responsibilities You will work with customers to develop evaluation factors, acquisition planning, or source selection planning. You will analyze contract cost and pricing provisions for contract requirements. You will maintain acquisition plans and justification and approvals to include developing milestones, tracking status and defending or justifying all aspects of the acquisition. You will analyze price and cost data for post-award activities. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serves as a key advisor to technical customers, providing guidance on acquisition methods and assisting in the development of acquisition plans, statements of work, source selection criteria/plans, and justifications. Constructs the contractual vehicle by defining procurement objectives and incorporating unique pricing and subcontracting strategies and set-aside considerations. Performs detailed cost/price analysis to ensure fairness and reasonableness, establishes the competitive range, as necessary, and serves as the lead negotiator representing the Government in all contractual actions before awarding the final contract. Manages all post-award administration to include preparing rate and cost adjustments, redirecting contract efforts, issuing modifications, enforcing terms through actions like cure notices and stop-work orders, exercising options, managing incremental funding, , monitoring Government Property, and executing contract closeout. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
