Summary You will serve as a SUPERVISORY FACILITIES OPERATIONS SPECIALIST in the Facilities Management Division of NAVSUBASE KINGSBAY . Responsibilities You will direct, control and coordinate all management functions of the Division. You will be responsible for providing all management, supervision, labor, engineering, service, tools, materials equipment, supplies, facilities, and transportation necessary to operate and maintain facilities, equipment and systems. You will be responsible for providing professional and efficient administrative support services to the Public Works Dept, Public Works Officer, Deputy Public Works Officer, Facilities Management Division. You will administer service contracts and manage special projects by developing cost estimates. You will evaluate possible approaches and solutions to unusual maintenance and repair problems using technical judgment, experience, and exploration of available resources. You will conduct long and short-range resource requirement forecasts by analyzing the facility program goals and objectives. You will assign work to junior employees based on priorities, difficulty of work, and employee capability to complete facilities assignments. You will coordinate execution of facilities projects with staff (e.g., public works, contractors). You will advise contracting offices or contractors on the interpretation and application of contractual requirements or organizational policy and regulations Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising personnel, performance appraisals, award nominations, disciplinary actions, mentoring, and leading a team to meet mission goals; 2) Utilizing labor and non-labor funding controls, funding prioritization, and advocating for facilities project funding; 3) Developing facilities maintenance requirements, tracking requirements, and prioritizing facility repair projects; 4) Managing unplanned maintenance (emergency/urgent/routine), planned maintenance (preventative maintenance program) Condition based maintenance programs; 5) Coordinating and developing project planning documentation, 1391s and associated documentation, safety and non-safety site approvals; 6) Administering installation development plans, class I and class II real property inventory, space management, and encroachment management.
