Job Summary
Leonardo DRS Land Systems is seeking a full time Senior Program Manager for our Business Development Department. This position is based out of our Bridgeton, MO or our Goleta, CA facility and will have the option to work an in person or hybrid schedule. The Senior Program Manager will manage and direct the daily execution of contract and/or proposal requirements to assure that cost, schedules and performance goals are met. They will provide interface, communication and coordination with internal and external customers on matters pertaining to existing contracts. This position also works closely withal functional departments to manage a development program or proposals. Work outcomes may encompass product development, services, IRAD or new business proposals. Responsibilities are conducted under the guidance of senior level management (Director of Programs, or Line of Business (LOB) Lead).
Job Responsibilities
Responsible for ensuring that DRS proposals are professional, high quality and reflect the high standards and objectives of the corporation, and that the proposal submission is compliant and responsive to all customer requirements and to the instructions of the RFP
Manage and conduct proposal submissions in accordance with DRS Capture and Pursuit Process
Managers and oversees the entire proposal process from pre-RFP preparation, through solution preparation and writing, to final publication and submission. Includes the development of Capture Plan, Win Strategy/Themes, Proposal Strategy, Executive Cost/Price Reviews. In addition, leading the submission, negotiation, settlement and award of any assigned proposals.
Tracks all proposal efforts, which may include work of proposal managers, writers, solutions architects, prices, contracts personnel, and administrative support teams
Work closely with Capture, Program, and Technical Leads
Lead or support all meetings and the integrated product and/or project team (from kick-off through project close)
Will need to intercede with Functional Management to accomplish objectives
Oversee a team or portion of a program to plan, track and execute project plans from start to completion using specific technical knowledge
Prepare for and participate in contract/subcontract negotiations. While representing Company's interests, assure that all government regulatory guidance is adhered to
Allocate and control contract budgets for labor, material, travel and purchased services
Regularly report program status to senior management
Support, communicate, reinforce and defend the mission, values and culture of the organization
Job Responsibilities Part II
Collaborate on various tasks with various project teams
Manage various tasks/team/project/Engineering changes
Assist in resolving schedule and budget problems as they arise. Develop and implement corrective action plans when deviations from budgets and/or schedules are evident
Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with the customer
Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
Assure the contract requirements are executed in accordance with appropriate regulations and Company policies and procedures (i.e. federal acquisition regulations)
Provide leadership to program or project team. Assures communication and cooperation among team members and resolves areas of conflict
Ensure a timely closeout of completed programs to ensure that all obligations are satisfied and program documentation is properly recorded
Understand and develop leading verses lagging indicators
Partner with various stakeholders on planning process and system improvements
Develop and understand principles of program planning. Broad application of principles, theories, and concepts in applicable discipline, plus working knowledge of other related fields
Develop and understand cash flow management principles
Qualifications
Bachelor's degree in Engineering, Finance, Supply Chain or Business or an equivalent combination of education and experience
7+ years relevant experience
At least 1 year of DoD experience required
Knowledge of program and proposal management tools and procedures
Solid leadership and management skills
Experience throughout the program lifecycle from development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation cost reduction and performance improvement efforts
Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity and variance analysis
Experience in finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management
Solid problem solving skills
Strong presentation skills
Experience with managing manpower planning, project reviews, scheduling and budget control
Ability to manage aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization
Strong oral and written communication skills
Program Management certification preferred (i.e. PMP or DAU)
The salary range for this position is $116,811.00/year- $157,695.00/year for the state of Illinois and $134,332.00/year- $181,394.00/year for the state of California. This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
