Job Announcement
This position works as a daily contributor to the operations of the Benefits Division. Consults directly with customers, acting as a subject matter expert on enrollment and eligibility in various employee and retiree benefit programs with Fairfax County Government. Manages the verification and accurate data entry processing of incoming benefit election forms, dependent verification documentation, and documentation supporting qualified life events for both active employees and retirees in accordance with County regulations, or as governed by Section 125 of IRS Code. Supports the enrollment processing, invoicing, and reconciliation for additional benefit participant groups like COBRA, Direct Bill Retires, Affiliated Groups, and Line of Duty (LODA). Completes requested written benefits confirmations including HIPAA forms, CMS-L564 forms. Supports the administration of Group Term Life Insurance and Long-Term Disability Programs. Provides back-up and support of the Leave Coordinator for administering the county's FML and Leave programs along with LiveWell, and other senior Benefits staff. Assists with virtual and in-person benefit-based presentations and outreach events including New Hire Orientation, the Retiree Benefits Academy, Open Enrollment, and various LiveWell workshops.
Note: The assigned functional areas of the position are general administrative support and human resources.

General Financial Duties
Supervises a group of clerical/accounting personnel performing duties at the Asst. III level;
Determines, modifies, and implements administrative policies, procedures and methods to improve office practices;
Designs and uses spreadsheets and databases to interpret and organize resource information;
Provides customized reports to analysts or others in the unit.
Accounting
Performs duties requiring entry level professional knowledge of basic accounting principles;
Reconciles and monitors unit's accounting processes;
Resolves non-routine and complex problems;
Prepares wire transfers;
Performs unique accounting functions that have department-wide impact.
General Executive Assistance
Provides advice and counsel to members of the executive/work unit head's functional area;
Exercises discretion in administrative policy interpretation;
Resolves a wide variety of operational problems requiring sound judgment.
Acts as the liaison between the executive/work unit head's functional area, other county offices, and external agencies;
Recommends exceptions to administrative policies that are subject to review.
Communication
Independently composes original correspondence (e.g., preparation of replies to non-technical requests) for the functional area under their own signature;
Explains and interprets policies as they apply to unique situations with potential legal and safety implications;
Office Management
Supervises several dissimilar or specialized functions each with unique training requirements;
Devises procedures for complex or specialized functions;
Anticipates and develops procedures/tools to prevent problems; solves unusual problems;
Provides administrative support to the functional area (e.g., reviews, evaluates and prioritizes all requests and communications;
General Administrative
Responsible for and determines administrative procedures.
Receptionist/Public Contact
Answers questions requiring decisions that tend to establish a precedent and/or commit a unit or supervisor to a course of action;
Recommends procedural changes;

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and four years of experience providing administrative support in the assigned functional area(s).
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
High school diploma;
At least two years of experience providing administrative support in the Human Resources field, to include administrative-level experience in benefits administration (e.g., medical benefits programs, dental and vision benefit programs, group life insurance programs, The Affordable Care Act, direct billing system, and leave administration).
Demonstrated experience working with a Human Capital Management (HCM) software.
Proficient in Microsoft Office Suite (i.e., Word, Excel, PowerPoint, Outlook, Teams, OneDrive and SharePoint)
PHYSICAL REQUIREMENTS:
Job is generally sedentary with occasional on-site visits to other county locations for hosting programs. Visual acuity is required to read data on computer monitors. Must be able to communicate with others. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
