The primary purpose of this position is: To serve as an educational specialist to provide professional and specialized assistance in the development and operation of the adult education services program in a joint service environment. Responsibilities Provides individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Evaluates program effectiveness. Plans and administers a variety of education programs that range from basic education programs to Master's degree programs in order to meet the needs of the active duty personnel and DoD civilians. Serves as the installation technical expert for the Community College of the Air Force (CCAF). Performs a variety of outreach to promote educational programs. Performs a variety of administrative and customer service duties related to the educational counseling program. Requirements Conditions of Employment Qualifications Condition of Employment continued: The complexity of the joint base environment requires an extensive knowledge of Department of Defense objectives, policies, procedures, or pertinent regulatory requirements affecting civilian and military education/training programs and the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources as applicable to the joint base environment. The scope of responsibility exceeds that of a standard Air Force position description. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. At least one course must have been from (1) or (2) below. 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of education theories, concepts, principles, and practices applicable to a wide range of duties in the broad area of education to include: career planning, educational and interest testing, and professional military education. Professional knowledge of a wide range of education services, policies and regulations to deliver programs and services which include coordination of logistical support with academic institutions and scheduling activities. Knowledge of contracting and procurement policies and procedures applicable to suppliers' methods of operations to recommend the most effective services available. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of education theories, principles and practices of secondary and adult continuing education and accrediting processes to include the structure, function and goals of the national, state, local and regional education community. Knowledge of current methods, procedures, and techniques used in military education and ability to develop and offer special program courses as required and understanding of military professional development. Skill in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems. Ability to communicate effectively, both orally and in writing. Ability to plan and organize independently and to collect, interpret and analyze data. Ability to design and develop curriculum for adult educational or vocational programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
