Responsibilities
As a Senior Business Systems Analyst, you will provide expert-level leadership in the collection, capture, and management of mission user needs for critical national security systems. You will lead strategic planning efforts for complex national security system development, project management, user requirements gathering, system design, complex data conversion, documentation, training, and deployment efforts. Working directly with stakeholders at executive levels, you will serve as a senior interface and advisor for operational user requirements across multiple IT capabilities and systems. Your expertise will drive improved usability, user experience, and user adoption while supporting mission-critical applications and intelligence collection systems, and you will provide expert guidance on emerging vulnerabilities, technology trends, and system modernization opportunities.
Key Responsibilities
Support strategic planning efforts for IT programs by performing in-depth business process analysis and business process re-engineering for systems modernization
Regularly assess complex technical systems and monitor systems development efforts to assess risks, ensure alignment with current cloud and other technology trends, and identify and recommend areas for improvement, cost savings, consolidation, and retirement/replacement for the Government
Advise the Government on emerging vulnerabilities and corrective measures relevant to the agency's equities, emerging technology, and enterprise systems, networks, and databases
Meet with stakeholders and serve as an interface for the collection, tracking, and management of operational user requirements for multiple IT capabilities and systems
Develop JIRA user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures
Assist product backlog management by analyzing technical and functional systems, creating Agile user story documentation in JIRA with acceptance criteria
Support national security system development, including system project management, user requirements gathering, system design, complex data conversion, documentation, training, and deployment
Draft national security business and functional documentation for a FISA system, legal process applications, and intelligence collection applications
Collaborate with the software developers and DevOps team on the @context of the project, define and document requirements in JIRA as epics, features, and user stories
Translate and communicate complex IT subject matter between technical and non-technical audiences, including executive-level stakeholders
Required Qualifications
Minimum Required Experience and Qualifications
Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) or Active TS/SCI
Must be a U.S. citizen and able to pass a background check and polygraph examination
Bachelor's degree or master's degree with 10 years of experience of experience OR Associate degree with 13 years of experience OR High School/Diploma with 16 years of experience
10 years' experience working within U.S. National Security, defense, or law enforcement communities
10 years' experience with U.S. National Security IC mission sets with at least 3 years of national security policy and government case management experience
8 years' experience analyzing data, written/verbal information, and processes to assess risks and formulate recommendations which align with organizational goals
8 years' experience leading and coordinating support of complex programs and/or multiple projects
8 years' experience and demonstrated knowledge of IT practices and principles including:
IT Life-cycle management/IT Governance
Systems development life-cycle
Agile software development methodologies
Requirements elicitation and management
8 years' experience with conflict resolution as well as translating and communicating complex IT subject matter between technical and non-technical audiences
5 years' experience using JIRA, MS Excel, PowerBI, PowerPoint, Visio, Word, and SharePoint
5 years' experience writing reports, briefing, and providing presentations to executive management audiences

Bachelor's and/or Master's degree from an accredited college or university in Computer Science, Management Information Systems, or related computer science technical degree
8 years' experience with National Security operations and USIC functions, roles, and components, including the intelligence cycle
8 years' experience with National Security and IC mission sets, FISA policy, and case management
6 years' experience with data related issues such as ETL processes, storage, access controls, indexing, entity extraction/resolution, analysis, and sharing
6 years' experience working in a federal interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs
Relevant certifications, such as ITIL, Agile Product Owner, Project Management (CAPM/PMP), and/or CBAP
Experience with multi-enclave environments (Unclassified, Secret, and Top Secret/SCI)
Legal process and intelligence collection applications

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
