Responsibilities
Noblis is seeking experienced Acquisition Management Analysts to work within a dynamic mission-oriented environment in Bethesda, Maryland.
Responsibilities Include:
Planning, coordinating, and executing procurement and contract management activities in support of mission-critical programs.
Develop acquisition strategies, prepare solicitation documents, evaluate proposals, and ensure compliance with federal regulations such as the FAR and agency-specific guidelines.
Work closely with program managers, contracting officers, and technical teams to manage budgets, track contract performance, mitigate risks, and support lifecycle acquisition processes while maintaining strict security and confidentiality requirements.
Required Qualifications
Active Top Secret/SCI clearance with Polygraph.
US Citizenship is required.
Experience managing and maintaining spend plans, and tracking financial execution.
Demonstrated experience with tracking progress of interagency agreements through the acceptance process.
Experience reviewing Program Funding Requests.
Demonstrated experience with drafting SOPs, training materials, templates, and business tools to enhance knowledge and improve business operations.
Experience with Unliquidated Obligations (ULOs) tracking and resolution on contracts and interagency agreements.
Demonstrated experience with enabling COTRs and COs in executing their requirements and answering organizational process questions on the acquisition lifecycle.
Experience with responding to data call for action.
Senior-Level:
Bachelor's degree in Business Administration, Acquisition Management, Contract Management, Finance, Economics, or related field.
Minimum of 6 years of combined experience in the acquisition lifecycle framework and Federal budget/spend plan exercises.
Compensation: $75,000 - $141,775
SME-Level:
Master's degree in Business Administration, Acquisition Management, Contract Management, Finance, Economics, or related field.
Minimum of 10 years of combined experience in the acquisition lifecycle framework and Federal budget/spend plan exercises.
DAWIA Level II or equivalent in Contracting or Program Management.
Prior IC acquisition support experience.
Compensation: $90, 700 - $188,725
Desired Qualifications
Experience with R&D/S&T contracting in the Intelligence Community (IC).

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
