Duties Description The Executive Director of the Committee on Open Government provides administration, management, and oversight of all Committee operations and activities and staff, as well as direct outreach, training, and technical advice to a broad range of stakeholders regarding the Freedom of Information Law (FOIL), Personal Privacy Protection Law (PPPL), and Open Meetings Law (OML). Specific duties of the Executive Director include, but are not limited to:- Preparing and supervising the preparation and provision of guidance and advisory opinions related to interpretations of the FOIL, PPPL, and OML.- Conducting outreach and educational presentations and training to various groups pertaining to governmental transparency, access to records, FOIL, PPPL, and OML.- Preparing the annual report of the Committee for submission to the Governor and the Legislature describing Committee activities and listing the services rendered by the Committee throughout the year, commenting on matters relating to FOIL, PPPL, and OML, and providing legislative and regulatory recommendations for consideration.- Preparing proposed legislation relating to modification or amendment of FOIL, PPPL, and OML, as needed.- Commenting on proposed legislation, regulations and policy at all levels of government dealing with public access to government meetings and records, FOIL, PPPL, and OML.- Establishing positive working relationships with stakeholders (governmental and non-governmental) for the purpose of increasing understanding and compliance regarding FOIL, PPPL, and OML.- Supervising staff, which may include an Assistant Director, support attorneys, and other support staff.- Overseeing and coordinating the services rendered by the Executive Director's staff.

Minimum Qualifications Juris Doctorate degree and NYS Bar admission in good standing, and 8 years of post-bar legal experience that includes extensive interpretation and application of NYS Freedom of Information Law (FOIL), Personal Privacy Protection Law (PPPL), and Open Meetings Law (OML) as a primary focus of the job. At least 4 years of the experience must be in a managerial capacity, overseeing professional legal staff.

Additional Comments Preferred Qualifications: - 5 or more years of teaching and/or training experience that focuses on interpretation and application of NYS FOIL, PPPL, and OML.- 5 or more years of experience working with members of the New York State legislature, New York State agencies, and the Executive Administration on proposed or pending NYS transparency legislation.- Knowledge of varied New York State laws and legislation and their intersection with the New York State transparency laws.- Publication, within the last 5 years, of scholarly or practitioner guidance, articles or opinions concerning the NYS transparency laws.- Experience developing and conducting training and outreach and providing technical assistance, including making public presentations and preparing complex reports and filing briefs or papers on FOIL, PPPL, and OML issues.- Experience working with, and directly providing, information and guidance to the news media, members of the general public, and members of government agencies at all levels.- Established relationships with government affinity groups engaged in providing training and support services to their constituents, such as the New York State Town Clerks Association, New York State Association of Clerks of County Legislative Boards, and New York Association of Local Government Records Officers.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume.
