Human Resources
Operations & Strategy, Human Resources (HR) exists to provide decentralized human resources services to the public, applicants, managers, and employees who work for the Colorado Department of Human Services (CDHS). The Human Resources Team performs all activities related to the Department's human resources functions, including compliance with State Personnel Board rules, recruitment and hiring, professional development, employee benefits, performance, discipline, and civil rights. The unit ensures that HR practices support the organization's overall goals while remaining in compliance with appropriate laws, statutes, and regulations. The ADA and Access Team provides subject matter expertise and completes tasks to support the Department's compliance with the Americans with Disabilities Act (ADA), Colorado Anti-Discrimination Act (CADA), Pregnant Workers Fairness Act (PWFA), House Bill 21-1110, and related laws, policies, and rules. The team partners with CDHS programs to ensure that employees, job applicants, and clients receive equal opportunity to participate in and benefit from services, employment, communication, and digital information as applicable under the aforementioned statutes.

What you will be doing:
This position exists to coordinate ADA Title I and Title II, Pregnant Workers Fairness Act (PWFA), and influenza vaccine medical exemption accommodation requests and to support potential investigations of ADA Title II complaints. The ADA has five "titles": Title I provides certain protections to employees and job applicants who are qualified individuals with disabilities, and Title II extends certain protections regarding public services provided by state and local governments. As a tax-funded entity, CDHS must also comply with certain access requirements for both buildings and web-based services. This position directly reports to the ADA and Access Supervisor and helps ensure appropriate HR leadership is apprised of any issues with potential legal implications. This position works with the ADA and Access team members, HR coworkers, appointing authorities, and CDHS programs and teams.
Duties:
Accommodation Processing - This position processes accommodation requests for ADA Title I, Title II, PWFA, and medical vaccine exemption
Investigation and Response to ADA Complaints - This position fulfills responsibilities outlined in the CDHS ADA Title II Grievance Procedure by serving as a point of contact for and first-level investigator of complaints.
Proactive Compliance Coordination - This position regularly contributes to proactive ADA and Access compliance coordination by supporting additional responsibilities that are not directly related to requests and complaints.
Compliance Training - This position contributes to the development and delivery of training related to the work unit. This may include accommodation processes, compliance practices and procedures, effective communication, and digital access. This position also enhances individual and unit effectiveness by participating in professional development opportunities.
Other Duties As Assigned - Other duties as identified and assigned by the ADA and Access Supervisor, Deputy Chief HR Officer and Chief HR & Access Officer.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualification Screening Process:

Comparative Analysis Process - Structured Application Review:
After minimum qualification screening, which could include a skills test, the comparative analysis process will involve a review and rating of all the information you submit.
Document your work experience/job duties to the extent that you possess the skills, education, experience, minimum qualifications, and preferred qualifications:
Answer all supplemental questions (if listed), as your answers to these questions will be evaluated during this phase. Provide at least 4-8 sentences for each response to supplemental questions.
Supplemental Questions:
Answer the supplemental questions on the application completely and thoughtfully. Your answers may be rated based on the content of your response and your writing skills (spelling, grammar, and clarity of your writing).
Special Qualifications
Possess or be willing to obtain applicable certifications, as identified by the ADA and Access Supervisor, based on available funding. Bachelor's degree in a field related to human resources, public administration, public policy, law, civil rights, or a similar field. Additional relevant experience will be considered as a substitute for degrees in non-related areas. Experience interpreting and applying concepts, theories, laws, rules and/or policies related to the identified work.
Minimum Qualifications:
Experience Only:
Six (6) years of relevant experience in Human Resources, Public Administration, Public Policy, Law, or Compliance Coordination and Investigation.
OR
Education and Experience:
A Bachelor's Degree in Human Resources, Public Administration, Public Policy, or Law and/or relevant experience in Human Resources, Public Administration, Public Policy, Law, or Compliance Coordination and Investigation equal to six (6) years.
Preferred Qualifications:
Proficiency with compliance standards related to the ADA, employment law, civil rights, HIPAA, and/or other human resources best practices
Exceptional attention to detail and communication skills
Experience responding diplomatically to complex situations with staff, partners, and/or clients, including complaints
Demonstrated ability to problem-solve, both independently and collaboratively, when alternatives and solutions are not straightforward or easy to identify
Skilled at adhering to outlined procedures and requirements and knowing when alternatives are legally warranted and advisable
Proven ability to interpret complex and evolving fact patterns, laws, internal policies, and best practices in order to ensure compliance and mitigate risk
Excellent organizational skills, including the ability to set and track goals and timetables to achieve maximum productivity
Possess or be willing to obtain applicable certifications, as identified by the ADA and Access Supervisor, based on available funding
COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.
TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.
Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency
Conditions of Employment:
Standard Background ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license).
Travel: Travels, when required and as determined by ADA and Access Supervisor, in order to perform tasks and to attend mandatory in-person meetings, trainings, and events.
