The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential manager / executive candidate; it is not a continuing position and assignment duration is NTE 36 months. Responsibilities DUTY 1 In a Career Broadening capacity, supports the strategic and integrated planning advisor/technical expert representing the DAF in matters relating to enterprise-wide installations activities and discussions with the SAF, HAF, DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), MAJCOM, and outside agency staffs. DUTY 2 In a Career Broadening capacity, supports the establishment, interpretation, and implementation of policies, guidance and procedures to provide oversight and management of SAF/IEI authorities pertaining to installation planning, installation divestment, base realignment and closure (BRAC), national environmental policy act (NEPA) and environmental impact analysis process (EIAP), to include community engagement, joint basing, basing strategy and posture, and range airspace and planning. DUTY 3 In a career broadening capacity, assists in representing the concerns of the Department of the Air Force at senior strategic meetings and conferences; helps to prepare staff studies and various documents to meet special needs; helps to develop and deliver oral presentations; supports steering committees. DUTY 4 In a career broadening capacity, assists in special projects directed by the SecAF, CSAF, SAF/IE, or SAF/IEI, characterized by unusual managerial complexities and demands as well as substantial uncertainties and risk. Supports complex teams created to address specific issues posed by senior leaders. Requirements Conditions of Employment Qualifications This is an Interdisciplinary position that can be filled as a Community Planner (0020), Biological Scientist (0401), General Engineer (0801), Architect (0808), and Physical Scientist (1301). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SERIES 0020 Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance SERIES 0401 Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. SERIES 0801 / 0808 Degree: engineering or engineering technology. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in engineering or engineering technology from a program that is accredited by the Accreditation Board for Engineering and Technology (ABET) 1 ; or (2) include differential and integral calculus and courses (more advanced than firstyear physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. SERIES 1301 Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a range of multidisciplinary general engineering concepts, principles, practices, standards, methods and techniques used to analyze and integrate program management (strategic planning, Integrated Installation Planning, asset management, installation management, and civil engineering) of marked difficulty, responsibility and significance. 2. Professional knowledge ofDAF concepts, principles, and practices, and general familiarity or ability to learn the strategic basing process, the Planning, Programming, Budgeting, and Execution (PPBE) process, the environmental impact analysis process, joint basing, base realignment and closure (BRAC) process, divestment authorities, and integrated planning. 3. Knowledge of a wide range of concepts, principles, and practices relating specifically to community planning, but ideally also financial management, real estate matters, logistics, and manpower. 4. Knowledge of and skill in evaluating state-of-the-art advancements in theory, application, technology, and policy affecting systems being developed and in supporting the critical aspects of development, production, and/or support of systems, subsystems, or equipment. 5. Ability to support execution of complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation. 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 7. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals.
