GENERAL DESCRIPTION:

WYDOT is seeking an experienced Accounts Receivable Accountant to join our Financial Services program in Cheyenne. In this role, you'll be responsible for accurately recording all revenue and cash receipts, ensuring compliance with state and federal laws, regulations, and Generally Accepted Accounting Principles (GAAP). ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Record receipt of payment via checks, cash, ACH/wires, credit card transactions, and IETs (internal exchange transaction documents originating in the state's accounting system, WOLFS into PeopleSoft following GAAP and WYDOT policies/procedures
Take deposits to the bank that need manually deposited
Record revenue documents, including RMs and CR documents, in WOLFS, and total deposits by transaction @type in the State Treasurer's Deposit system.
Accept customer payments for outstanding amounts due to WYDOT and record them accordingly
Summarize and reconcile all agency deposits by the fund and GL revenue account in both PeopleSoft and WOLFS
Perform revenue maintenance duties as required in both PeopleSoft and WOLFS
Monitor NSFs received by the department with NSF Daily Bank Reports
Reconcile returned payments weekly with the Financial Services General Ledger
Maintain subsidiary ledgers of various data needed for receivables and other programs within WYDOT and reconcile, when necessary, to the general ledger
Assist in the development, documentation, and maintenance of all agency receivable accounting procedures to be used in both WYDOT's and the state's accounting systems
Research and respond to inquiries from agency programs related to revenue receipts
Collect payment for OWLS permits as received from the OWLS program
Provide excellent customer service as the Financial Services' point of contact for all banking and scanner issues for over 60 field locations
Place orders with the State Treasurer's Office for additional banking supplies on behalf of field locations as requested
Research and respond to requests for information related to the billing for damages to Wyoming' s infrastructure assets (roads, bridges, etc.)
Set up new vendors in PeopleSoft
Serve as the primary contact for foot traffic to Financial Services, providing service or direction to the public and state employees as needed
Assist with external audit projects and requests by pulling various supporting documentation
Knowledge of Microsoft Excel
Ability and willingness to always be learning, growing, and expanding knowledge in the accounting field.
Qualifications
PREFERENCES:
Preference may be given to candidates with a Bachelor's degree in Accounting.
Preference may be given to candidates with PeopleSoft and/or WOLFS (Wyoming Online Financial System) experience.
KNOWLEDGE:
Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board Statements (GASB), federal accounting regulations, state statutes, and WYDOT policies and procedures for revenues and cash receipts
Knowledge of PeopleSoft, WOLFS, Microsoft Office, and Google's G Suite
Ability to perform entry-level accounting for revenues and cash receipts
Excellent customer service skills
Ability to use logic and reasoning to identify problems, provide feedback and solutions, and follow through to a conclusion
Ability to identify and consider the relative costs and benefits of decisions and make sound choices in action
Ability to prepare clear, concise written sentences and paragraphs in process and procedure manuals and other work-related documents
Ability to effectively communicate both in writing and orally to present information so it is appropriate for and understood by the audience
Ability to manage time independently and effectively, and to quickly change direction to meet critical deadlines
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician

One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
