Summary You will serve as a DOCTRINE PROGRAM MANAGER in the FLEET STRATEGY, POLICY AND DOCTRINE BRANCH (N51) WITHIN THE FLEET STRATEGY, POLICY, PLANS, ASSESSMENTS AND INTERNATIONAL ENGAGEMENT DIVISION (N5), MARITIME OPERATIONS DIRECTORATE (N04) of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will serve as the Senior Doctrine Program Analyst responsible for planning, organizing, implementing, and monitoring the U.S. Navy doctrine development and review process. You will monitor and assist in the review and development of Navy, joint, and allied doctrine documents. You will review doctrine (including Navy, joint, allied, multi-service and multi-national doctrine), fleet requirements and other documents to support doctrine development. You will provide oversight management of specific doctrine publications assigned to COMFLTFORCOM as lead agent or primary review responsibility (PRA). You will prepare executive level conference correspondence on behalf of COMUSFLTFORCOM. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directly formulating and communicating Navy strategic guidance and policy. Experience researching Navy, Joint and Department of War strategy and policy guidance, and applying the relevant guidance to ongoing projects and assignments. Experience analyzing Navy and Joint doctrine at the tactical and operational level and determining misalignment and providing recommended changes. Experience with coordination and liaison with managerial executives within the DoD, DON, other Services, flag, and general and SES civilian personnel. Experience of organizational structures, functions, operations, and procedures of NATO, DoD, joint Staff, OPNAV, COMUSFLFORCOM, Navy subordinate staff and joint warfare doctrine, planning and guidance. .
