Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. You will serve as a Human Resources Advisor in the Corporate Operations Department, Human Resources Division, Staffing and Classification Branch (Code 1013) of the Naval Surface Warfare Center Dahlgren Division. Responsibilities You will provide administrative and human resources support regarding key program areas within the NSWC Dahlgren Human Resources Division. You will advise managers on recruitment and placement strategies to fill vacancies. You will classify positions and provide advice on job design and organizational structure. You will advise managers on a variety of compensation issues. You will provide human resources support to a technical workforce of approximately 400-500 employees which is typically comprised of scientists, engineers, and technical support employees. You will manage one or more HR programs or projects as a corporate service to NSWC Dahlgren Division. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and implementing rules, regulations, or procedures related human resources in the area of staffing or classification. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience.
