Summary You will serve as a MANAGEMENT ANALYST in the NAVY EXPEDITIONARY COMBAT COMMAND (NECC) of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will assist in planning and directing the development of training life cycle cost analyses for contracts and projects, performing cost benefit, economic evaluations of current or projected programs. You will interface with major commands including but not limited to OPNAV, Systems Commands (SYSCOMS), USFF, CPF, NETC, Type Commanders (TYCOMS) and subordinate commands to develop and execute training resource requirements. You will assist in the development and issuance of financial and contract policy to provide guidance for the planning, execution, and evaluation of subordinate command training plans. You will represent the Readiness and Training Directorate (N7) during routinely scheduled conferences and meetings as assigned. You will assist in Career Training Continuum (CTC) resourcing and acquisition for Active and Reserve programs. You will advise and assist stakeholders in developing effective CTC training solutions by communicating and coordinating all aspects of the CTC program to NECC staff manpower, personnel and training managers and other staff members. You will provide necessary support to Expeditionary Warfare Training Council (EWTC) and Expeditionary Warfare Improvement Program (EXWIP) as directed by Branch Head. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving within the Navy Expeditionary Combat Command (NECC) community. Experience may be at the TYCOM, Group, or Command level. Experience developing or reviewing Navy Training System Plans (NTSP). Experience and must possess basic knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
