The Office of State Procurement (OSP) (https://mn.gov/admin/osp/) oversees $2.1 billion in goods and services purchases annually. The division offers volume discounts to state agencies and local units of government through 1,600 enterprise contracts and the two (2) largest multi-state cooperative purchasing programs in the nation. The team also oversees vendor relations for the state and administers business development programs that help economically disadvantaged and legislatively targeted companies do business with the State. This position works in the Operations Service section.
We are seeking a Business Manager 1 to support and direct the Operations Services section of OSP, including administrative, information, and internal support functions ensuring continuity of services and processes. In partnership with the division's Operations Manager, develop and manage budgetary and fiscal controls. This position is also responsible for related policies and procedures administration and adherence; and supervision of two (2) support staff, including reception/front desk coverage.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. In addition, this position will need to be readily available to provide front desk back-up coverage during staff member absence with little advance notice. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
Two (2) years of experience developing and managing budgets, along with cost-benefit analysis knowledge.
Experience in the principles and practices of accounting, applicable statutes, and policies and procedures sufficient to draft and submit financial and budgetary information.
Experience in acquisition, purchasing, contracting, accounting, and/or auditing.
Experience in a supervisory, project manager, or team lead role that includes: (i) delegating or assigning responsibilities or providing developmental opportunities to team members; and (ii) understanding and acknowledging the unique contributions of others and ensuring customers and colleagues have opportunities to provide input.
Experience in the day-to-day management of business operations, including identifying project challenges and modifying or adjusting course to meet objectives, especially in the areas of budgeting and financial management/accounting.
Ability to interpret, apply, and communicate applicable state and federal laws, rules, policies, and procedures.
Experience in office procedures sufficient to establish and maintain record management systems and front desk protocols, along with ability using customer-centered approaches to improve procedures, operations, and/or services.
Preferred Qualifications
Knowledge of the principles, theories, and techniques of government-based purchasing and contracting and how it interfaces with supporting systems.
Experience with contract administration sufficient to determine needs, install purchasing procedures, order equipment, and develop contracts with vendors.
Knowledge of the State's financial and budgetary policies and procedures.
Knowledge of the structure of state government.
Knowledge of laws, rules, principles, theories, and techniques governing activities of the Office of State Procurement.
Ability to organize, plan, and monitor division/section activities, establish, and coordinate implementation of policies and procedures, along with ability to influence others and/or compel change throughout the division/organization.
Familiarity with LANs, network servers, web servers, web application development tools, and web development languages sufficient to provide business management in support of the division's technology needs.
