Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD. Responsibilities Analyzes and provides expert assessments to J3, the USCYBERCOM management team and supported CC/S/As of anticipated and new Joint and DoD policy and instructions relevant to Defensive Cyberspace Operations (DCO). Assesses potential effects on USCYBERCOM operations and recommends appropriate actions, including development of new/revised USCYBERCOM and supported CC/S/A policy and operations guides. Collaborates within USCYBERCOM J3 Directorates, JFHQ-DODIN, and supported CC/S/As to identify DCO, DoDIN OPS and cyberspace defense programs and strategies that are consistent with USCYBERCOM. Provides technical advice and consultation to USCYBERCOM J3 on all matters relating to malicious computer activity, malicious cyberspace actors (MCAs), DCO, DoDIN OPS, NETOPS, and cyberspace defense, and emerging trends. Establishes and maintains effective working relationships with professional peers in Government, industry and private sector computer security, law enforcement, and technical research organizations to collect and exchange information useful to DCO. In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
