Summary This position is located in the Community Care service) of the VA Boston Healthcare System. The incumbent would perform the work for all programs and agendas under the service and would function directly under the Service Chief. The purpose of this position is to provide support to the Office of Community Care service and serve as the subject matter expert for all things related to the Office of Community Care. Responsibilities Major duties and responsibilities include but are not limited to: Program Administration Develops program evaluation plans, procedures and organization. Identifies data required for use in the management and direction of programs. Works with local VAMC, VISN and VACO Directors to evaluate programs against short and long-range objectives Analyzes and evaluates clinical and administrative processes through data and studies related to information flow. Assures all standards of regulatory and accrediting agencies are continuously met in full. Provides advice and guidance to assist in revisions of operational procedures and clinical procedures Ensures annual licenses of department are current and participates in annual site inspections. Budget Oversees annual budget, which includes budget formulation, justification, financial management, financial reporting and presentation. Prepares, reviews and submits budget estimates to executive leadership. Determines the need for budgeting reprogramming and initiates the necessary action. Ensures funds are properly allocated and spent in a timely manner and within budget. Quality/Productive Goals Directs quality and productivity programs for the division. Monitors, tracks, analyzes and interprets data for detecting occurrences of patterns of care which may affect patient care outcome. Uses analytical and evaluative techniques to assess the effectiveness of results. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. Preferred Experience: Expert in processing Veteran Care Agreements via PPMS for Office of Community Care & Geriatric & Extended Care service lines. Knowledge of working extensively with a Veteran Experience Officer for Processing Optum claim denials and escalation tickets. Specializes in daily interactions with National Payment Operations to process unpaid veteran claims, such as ambulance, pharmacy bills or unauthorized care in addition to educating veterans, their families and community providers on Notification hotline & Urgent Care through Optum. Preferred but not necessary to be a PIV Sponsor. Selective Placement Factor: Expert in Provider Relations regarding Vendor Files and processing claims, resourceful in processing Out of System Payments, Delinquent Obligations, Equitable Relief and FMS Austin. Knowledge of managing a task list in HSRM for VA Boston OCC and GEC service lines. Expert on the VISN1 Purchase Home Care. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of mathematical procedures, quantitative, statistical, and analytical methodologies, budget forecasting, and an understanding of accounting principles. Knowledge of VA Healthcare System clinical functions and healthcare administrative principles, theories and practices. Knowledge and familiarity with word processing, spreadsheets and database packages. Ability to communicate clearly and concisely via written and verbal communication.
