Provides administrative guidance to the Office of the Chief, MAS. Project Management of new and existing initiatives from VISN and VACO that cross service lines, pertaining to scheduling and MAS practices. Coordinates, prepares and submits required quantitative and qualitative reports for the service such as budget statements, Decision Support System (DSS) and Labor Mapping surveys and any other similar reports required by the VISN, VACO, the Medical Center Director, or the Service Chief. Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures, and office automation. Prepares data and business case analyses to present at monthly VISN 17 Performance Reviews to the VISN Director, executive leadership, and other stakeholders. Provides counsel to the Medical Center Director and Chief of Staff on proposed solutions that would enhance quality patient care and resource utilization on health care delivery systems and operations issues. Reviews and responds to customer: complaints and concerns through a variety of avenues such as; OIG Hotline, Facility and VISN suspense's, speak to the Directors, Report of Contacts, Patient Advocate Tracking System (PATS), and face to face patient complaints, providing service recovery. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful and respectful manner. Provides the customer with consistent information per established policies and procedures. Participates in the conduct of business at the meeting, presents concepts and recommendations and imparts philosophies and policies of the service. Conducts staffing studies, recommends staffing levels and submits requests to the Resource Management Committee. Conducts special studies and analyzes complex problems of manpower, equipment, space utilization, etc. Develops organizational and functional charts, evaluates and submits requests for newly classified positions, either by acting directly or making recommendations to the Chief, MAS. Conducts special studies and analyzes complex problems of manpower, equipment, space utilization,etc. Which involves the gathering and analysis of statistical data, trend studies, and personal observation and requires the ability to effectively analyze existing systems for improvements 'and/or to make decisions and/or recommendations. Develops the annual Business Performance & Improvement Plan (BPIP) for the service, which encompasses the annual budget plan, budget worksheets, and budget forecast for the service's control points. Documents justification for expenditures and keeps records of the same. Maintains close communication with the Chief of the Service and Fiscal Service to ensure sound budgetary controls and optimal utilization of funds within budgetary limitations. Utilizes resources including personnel, equipment, space, supplies and finances to meet the goal of delivering high quality health care at the lowest possible cost.
