This expert-level Special Assistant position provides strategic support directly to CESER's senior executive leadership in advancing the office's critical national security mission. CESER addresses emerging threats to America's energy infrastructure while protecting reliable energy flow, requiring sophisticated coordination with department leaders, energy sector stakeholders, White House officials, congressional staff, and international partners. This role leads the development and coordination of executive-level strategic initiatives, serving as a key liaison with Senior Leaders across various management and operational areas. The position demands exceptional strategic thinking, advanced project management capabilities, and the ability to manage complex, high-visibility portfolios that directly impact national energy security policy and operations while facilitating streamlined coordination and collaboration across diverse stakeholder groups.
Key Responsibilities:
Strategic Initiative Leadership:
Lead development and coordination of executive-level memos, presentations, and agendas for special projects and strategic initiatives
Ensure technical accuracy and alignment across relevant offices for all executive materials
Drive strategic initiatives by performing in-depth research, compiling and summarizing critical information
Prepare detailed reports to directly assist executives in strategic decision-making
Executive Support and Liaison Functions:
Serve as key liaison and collaborator with Senior Leaders across various management and operational areas
Facilitate development and execution of high-priority strategic initiatives
Collaborate with EAs and relevant staff to ensure comprehensive support for leadership priorities
Project Portfolio Management:
Manage lifecycle of portfolio of special projects from initiation through completion
Organize project meetings and develop clear, actionable agendas
Track action items and ensure timely completion with available resources
Proactively identify and escalate potential roadblocks for special projects
Propose solutions to ensure project continuity and success
Briefing and Resource Development:
Develop and prepare comprehensive briefing books and resource materials for CESER Leadership
Ensure materials are collected and finalized at least 3 business days prior to scheduled meetings
Work collaboratively with administrative staff to coordinate resource compilation
Maintain updated tracker of short- and long-term commitments to proactively identify support needs
Communications and Stakeholder Management:
Manage communications and reporting related to project status and milestones to relevant stakeholders
Interface with internal and external stakeholders to facilitate streamlined coordination
Maintain professional relationships across multiple organizations and sectors
Analytical and Research Functions:
Conduct basic data analysis to support project-related decision-making
Perform comprehensive research on complex policy and operational issues
Synthesize complex information into executive-level summaries and recommendations
Required Qualifications:
Education:
Bachelor's degree in Business, Organizational Communications, Political Science, Management, Public Administration, or related field from an accredited college or university
Advanced degrees may be substituted for years of experience required
Master's degree preferred in Public Administration, Business Administration, Policy Studies, or related field
Experience:
Minimum 8 years of total professional experience
At least 5 years of relevant Government work experience
Extensive experience supporting senior executive leadership in strategic initiative development
Demonstrated experience managing complex, multi-stakeholder projects
Experience coordinating with senior government officials across multiple agencies
Technical Skills:
Proficiency working in MS Windows environment
Expert-level proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
Ability to draft Word documents and PowerPoint presentations for federal review
Advanced ability to utilize Excel to track and review data and perform analysis for federal use
Experience with project management software and methodologies
Advanced database management and analysis capabilities
Specialized Knowledge:
Comprehensive understanding of federal executive operations and strategic planning processes
Knowledge of energy sector policies, cybersecurity frameworks, and emergency response procedures
Understanding of congressional relations and legislative processes
Familiarity with White House coordination procedures and interagency collaboration
Knowledge of federal budget processes and resource allocation
Strategic and Analytical Skills:

Must pass highest level background investigation for potential access to highly classified information
Experience with executive protection protocols and secure communications
Understanding of operational security (OPSEC) requirements for senior leadership
Must pass background investigation for PIV card access
Preferred Prior Experience:
Hill (Congressional) experience with legislative processes and stakeholder management
Correspondence Management experience with federal agencies
Experience in energy sector, cybersecurity, or national security fields
Background working with White House offices or cabinet-level departments
International affairs or foreign policy coordination experience
Performance Standards:
Successful coordination of complex strategic initiatives with minimal supervision

Additional Requirements for All Positions:
Work schedule: Monday-Friday, 8:00 AM - 5:30 PM (Eastern Time), excluding federal holidays
Must maintain strict confidentiality and handle sensitive information appropriately
Subject to government quality assurance surveillance and performance monitoring
Required to participate in transition planning activities during contract transitions
Must comply with all DOE security requirements, policies, and procedures
