We have an opening for a Senior Contracts and Procurement Compliance Administrator role in our Contracts & Procurement Compliance team within our Contracts, Procurement, and Pricing organization. This position is key to leading ICF's small business engagement and outreach, working with internal and external stakeholders and serving as ICF's Small Business Liaison Officer. This role provides not only subject matter expertise for small business engagement and outreach but also leads data analytics functions within the team as well as supports centralized contracts reporting in support of federal and state and local projects. This role requires someone with a full complement of consultative skills, the ability to dig in and research federal, state and local regulations and requirements, a keen eye for detail, the ability to be flexible with the needs and demands of divisions across the company and the ability to work in a fast-paced environment.
Responsibilities :
Provide small business support for proposals and active contracts with state and local, commercial and federal clients.
Review solicitations and contractual documents to provide small business subject matter expertise and assist in the development of proposal responses as needed ensuring consistency with corporate policy, pertinent regulations, and customer requirements.
Identify to stakeholders contractual and/or RFP terms that pose risk to the company and resolve/implement risk mitigation strategies.
Provide guidance and oversight to ICF teams to resolve small business-related operational and contractual issues that may arise during the performance of a contract, with a focus on mitigating ICF's risk while meeting the customer's needs.
Support small business data calls, as well as related client audit requirements on an ongoing basis.
Handle multiple priority tasks, data and reporting requests, and projects effectively.
Develop effective positive working relationships with both internal and external customers; participate in customer meetings, conferences, and supplier outreach events as required.
Lead centralized contractual reporting for federal, state, and local contracts as needed
Track trends in contractual and supplier data and metrics, provide project management and subject matter expertise in development of internal dashboards and reporting tools
Basic Qualifications:
6+ years of federal contracts or procurement experience
6+ years of experience working with relevant laws, regulations, terms, conditions and policies governing contracts, including state regulations, FAR and CAS
Experience with small business subcontracting plan reporting and compliance.
Preferred Qualifications:
Bachelor's Degree or equivalent
Procurement experience in a CPSR environment
Solid skills with Microsoft Office (e.g., Word, Excel, Teams, SharePoint)
Excellent oral and written communications.
Strong attention to detail and the ability to multi-task in a dynamic, fast-paced environment.
Effective interpersonal, communication, and time management skills
Strong organization, analytical and problem-solving skills.
Ability to build collaborative business relationships both internally to the company and with external customers.
The ability to collaboratively work with geographically diverse internal customers.
Solid working knowledge of federal, state, and local regulations.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$89,261.00 - $151,744.00
