Job Description
JOB SUMMARY Manages and oversees operational and administrative responsibilities for the division. Manages personnel, technology, and data systems, HUD-funded programs, funding initiatives, and division contract monitoring. Leads the strategic planning process of programs to meet the goals and objectives of the division. MINIMUM QUALIFICATIONS
A bachelor's degree from an accredited college or university in Economics, Planning, Health, Business, or a closely related field, plus six (6) years of related experience, of which two (2) years must have been supervisory or administrative; OR an equivalent combination of related experience. Education may not be substituted for the required supervisory experience.Preference will be given to those individuals who have experience with HUD-funded programs and/or have completed courses in management.Project management certification is preferred.Bilingual English/Spanish is preferred.A valid driver's license accepted by the State of Utah is required at the time of hire. A valid driver's license issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.Due to the nature of this position, the successful applicant must pass a required background check, including fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program, in accordance with current County Human Resources policy requirements. ESSENTIAL FUNCTIONS
Supervises staff to include hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline.
Participates as a member of the division leadership team to ensure division goals are met.
Assists Division Director with human resources and personnel matters within the HCD team, including professional development, training, team building, and other internal administrative business.
Acts as the Division Lead, in coordination with the Director, on duties and tasks related to the Mayor's Systemic Coordination initiative.
Oversees, directs, and provides continuous oversight of division operations.
Directs community outreach efforts for division programs.
Represents the division in interactions with elected officials, community boards, and public audiences, including delivering presentations and interpreting program results.
Ensures compliance with policies, procedures, and local, state, and federal regulations.
Works with the Office of Regional Development (ORD) leadership to monitor state legislation as it relates to local housing issues.
Maintains quality control for the state and federal funding programs. Ensures all contracts, grant reports, and program files are complete and meet funding requirements.
Develops required reports, tracks the status of each project, and maintains financial records.
Manage division-wide outcomes and indicators and work with County leadership to share data with the community.

Knowledge of:
The operational functions, program structures, and service delivery models of a housing or community development program, including strategic planning, fiscal accountability, quality management, and process improvement.
Federal, state, and local regulations governing community development and housing programs, including HUD rules, reporting requirements, compliance standards, and program evaluation practices.
Community development principles, including land use, neighborhood revitalization, economic development drivers, and the social, demographic, and cultural factors affecting community well-being.
Policies and procedures related to personnel management, department operations, and internal administrative workflows.
Cross-departmental coordination practices, including collaboration with elected officials, County leadership, citizen groups, nonprofit partners, and regulatory agencies.
Skills and Abilities to:
Lead short and long-range planning efforts, aligning division operations with strategic County goals and responding to legislative and industry changes.
Evaluate program efficiency, determine organizational needs, and implement continuous improvement strategies.
Oversee and guide high-level community development initiatives, incorporating research, community input, and multi-sector collaboration.
Manage budgets and resources associated with housing and community development programs, ensuring compliance with policies and regulations.
Form and maintain productive partnerships with government agencies, nonprofit organizations, private sector partners, and community groups to advance housing and community development goals.
Direct and coordinate the activities of multiple programs, supervise managers, and ensure alignment between operational goals and broader County objectives.
Develop, implement, and monitor policies, procedures, and performance metrics that support effective division operations.
Manage departmental personnel, including hiring, professional development, conflict resolution, and performance evaluation.
Analyze data, program performance indicators, and operational trends to recommend improvements, support planning, and drive evidence-based decisions.
Research, evaluate, and apply best practices for community development, housing, and administrative operations.
Facilitate communication with government entities, community organizations, and internal stakeholders, including preparing reports, presentations, and policy recommendations.
Engage the public, conduct community outreach, and maintain strong working relationships with diverse stakeholders.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are generally performed in a typical office environment.
May require travel to off-site facilities and meetings throughout the County.
