Job Description:
PURPOSE OF POSITION:
Under the direction of the Supervisor-Electric T&D or designee, constructs and maintains overhead and underground transmission and distribution power lines. Installs and maintains related equipment used to conduct electrical energy from generating stations through substations to customers.
ESSENTIAL JOB FUNCTIONS:
Directs and assists crew in attaching cross-arms, insulators, lightning arresters, switches, conductors, and auxiliary equipment to poles prior to their erection. Assists in erecting poles, towers, fixtures, and guy wires.
Climbs erected poles or towers and installs and maintains equipment as required. Installs streetlights and related equipment on wood and steel poles.
Strings conductors between structures and adjusts sag in conductors using the information given in the proper sag and tension charts.
Works with GIS map application and mobile work management.
Sets up proper work zone.
Splices and insulates conductors and related wiring to join sections of power lines and to connect transformers and electrical accessories to said lines.
Reinstalls lines and other equipment on poles during and after power failures due to material damage, storms, auto accidents, etc.
Installs, maintains, and retires underground conductors, padmounted equipment, and other devices required for the underground transmission and distribution of power.
Performs necessary maintenance work on all electric equipment while lines are energized to provide maximum continuity of service to affected customers.
Assists in training other line personnel.
Works voltages up to 15 kV from bucket truck or insulated platform using rubber gloves and sleeves. Works energized distribution and transmission circuits using insulated tools.
Operates any equipment assigned by Electric Line Crew Leader.
Assists in maintaining truck stock, loading, and unloading material pertaining to a job.
Assists in restocking and cleaning truck during inclement weather.
Performs other related duties as assigned by management.
QUALIFICATIONS:
Education and Experience:
High school graduate or equivalent is required. Technical or trade specific training is preferred. Completion of a four-year electric line worker apprenticeship program is preferred. Exceptional experience may be considered in lieu of apprenticeship program. Experience in installing underground lines, making up terminators, elbows, etc., and operating equipment to install and test underground lines is preferred. Five years' experience in progressively responsible positions in electric line construction and maintenance on energized and de-energized circuits is required.
Licensing/Certification:
Must have a valid Missouri CDL, Class A including air brakes, OR
a. The ability to obtain a Missouri Commercial Learner's Permit (CLP) within six weeks of employment
AND
b. The ability to obtain a CDL, Class A including air brakes within six months of employment. This requires approximately 15 hours (total) classroom training and completion of behind-the-wheel training (hours to be determined) as required by City Utilities.
Knowledge, Skills, and Abilities:
Working knowledge of:
Standard electric utility transmission and distribution equipment and operation.
Procedures, practices, and equipment associated with an electric power system and good mechanical aptitude.
Safe working practices as defined by industry and City Utilities' standards.
Using hot line tools (including the mechanical and electrical capabilities) up to and including transmission voltages.
Ability to:
Properly train and educate apprentice electric line workers in all phases of electric line construction and maintenance with emphasis on working safely.
Make mature decisions without direct supervision.
Work courteously with customers, co-workers, and individuals in other departments.
Use primary phasing equipment.
Safely perform work on energized lines up to and including 15 kV with the use of rubber gloves and sleeves.
Work at high elevations using climbing tools, platforms, ladders, or other aerial methods.
Use electric line tools and equipment.
Identify and solve problems that require immediate attention in a safe and dependable manner.
Show good judgment in abilities and conversation.
Properly set up work zones with and around traffic.
Communicate verbally and in writing.
Operate a computer and use a tough book.
Work with a team or by themselves.
Be dependable and work varying schedules, if need be, due to the need of the position.
Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations.
Maintain adherence to all company policies.
Physical Requirements:
Physical requirements include sitting, standing, grasping, bending, squatting, reaching, balancing, twisting, kneeling, pushing, pulling, and climbing. Ability to lift at least 75 pounds and to climb poles, towers, and fixtures, and to work at heights. Work within the rated capacity of the Utility's aerial lifts, ladders, fall restraint devices, and/or other related equipment. Requires a large amount of climbing, walking, and working from a standing position.
Working Conditions:
Duties are performed outdoors subject to changing weather conditions. May be exposed to high and low temperatures, air vibration (e.g., driving a tractor or truck, using a jackhammer), dirty environment, awkward or confining spaces, dangerous conditions (e.g., moving parts, electrical hazards), and considerable noise. Required to set up proper work zone and work around traffic.
Safety Sensitive Position:
A safety-sensitive position involves the performance of duties which may have a direct and immediate impact on the safety of the public and other public employees. This is a safety sensitive position.
Miscellaneous Requirements:
Passing a climbing test is required.
Subject to Department of Transportation's Drug and Alcohol Testing Program requirements.
Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
Must wear appropriate Personal Protective Equipment.
Shift work and/or overtime may be required.
Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
Ability to work successfully with diverse groups of people.
TESTING
Testing may be required.
