This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

As the Operations Supervisor, you will provide human resources guidance and consultation in areas of personnel transactions, personnel issues, organization analysis, employee benefits, and retirement. The Operations Supervisor supervises staff within the human resources operations team and will partner closely with executive leadership, human resources team members, and other stakeholders to adhere to compliance with federal and state regulations and requirements to achieve goals that are dedicated to the mission, vision, and values of Direct Care & Treatment.
Other duties include:
Hire, train, evaluate, and prepare individual development plans for staff within the team
Consult with and provide guidance and direction to staff on the implementation of collective bargaining agreements and plans
Oversee the development of process improvement procedures to ensure work is completed accurately and efficiently
Serve as the subject matter expert for all SEMA4 transactions, employee benefits, new employee orientation, and retirement
Analyze compliance audits
Direct Care and Treatment operates a variety of programs as well as residential and vocational services for people with serious mental illnesses, developmental disabilities, substance use disorders, and much more. DCT also operates the nation's largest secure treatment program for civilly committed sex offenders. Our mission is to support meaningful lives through specialized behavioral health services that others do not or cannot provide.
Minimum Qualifications

Three (3) years of human resources experience working in public sector that includes processing and/or oversight of personnel transactions. Experience must include:
Managing employee transactions in areas such as personnel information, employee benefits, onboarding, and retirement
Providing lead work to employees, which includes training, providing guidance and expertise, in areas within Human Resources
Interpretation and administration of human resources policies, administrative procedures, state and federal employment laws, data practices, and collective bargaining agreements
Gathering, analyzing, modifying, and reporting data using programs such as Microsoft Office programs, OBIEE, Crystal Reports
Building positive and trusting relationships with management, employees, unions and the general public
AND
Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead.
Completion of a State of Minnesota leadership program (e.g., ELI, L4).
A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include:
