Los Alamos National Laboratory (LANL) is searching for a Deputy Fire Marshal who will play a key role in implementing the site-wide Fire Protection Program. The Deputy Fire Marshal, under the direction of the Fire Marshal, will work with the Fire Protection Office to oversee implementing, assessing, and continuously improving the fire protection program. The Deputy Fire Marshal has significant responsibilities and site wide impact at all levels from the individual work activity to institutional policy related to fire protection. Among other Fire Marshal's duties, the Deputy Fire Marshal will also provide support in the area of Authority Having Jurisdiction (AHJ) duties for Fire Protection at LANL including construction acceptance, plans review, and code interpretation. The LANL Fire Marshal is assigned AHJ responsibilities from the Department of Energy, and LANL Site Office. As such, this position must maintain a highly advanced understanding and application of fire protection principles.
The Deputy Fire Marshal will serve as an integral member of the Fire Protection Office, working closely with its staff and leadership. The Fire Protection Office (ES-FP) is the Laboratory's central fire protection engineering and program support entity responsible for providing institutional technical direction and support for the Laboratory's nuclear and non-nuclear facilities and programs. The primary functional areas of the Office are: fire protection engineering, fire prevention inspections, fire alarm site-wide operations, and fire department program management.
Additionally, the Deputy Fire Marshal acts as a fire code official and reviews and approves design drawings and acceptance test plans and provides guidance by witness acceptance testing for fire protection systems. The Deputy Fire Marshal must maintain a highly advanced understanding and application of fire protection principles and maintain a Professional Engineer license in Fire Protection. This position must also maintain open lines of communication with facility and operational management, DOE headquarters, Site Office, industry peers and the County of Los Alamos.
The selected candidate will contribute by defining and articulating strategic vision, goals, and developing fire protection management related policy, services and functions that include analysis, design, development, implementation and evaluation of facility safety and fire protection activities. This position will also be responsible for promoting Laboratory-wide recognition and understanding of the Fire Protection Office, by developing and building its public image.
Deputy Fire Marshal - Project-Program Director 4 ($170,600 - $295,400)
Provide fire protection/life safety outreach to improve awareness and collaboration
Provide oversight, reporting, and assessment of the LANL Fire Protection Program
Develop and maintain Lab-wide fire protection policy
Establish and maintain compatibility between fire protection and other programs, policies and procedures
Maintain appropriately high levels of protection from risk to LANL property, operations, and mission
Issue interpretations for fire code requirements
Evaluate requests for equivalencies and exemptions, liaising with the Field Office as required
Provide code interpretation for National Fire Protection Association (NFPA) codes and standards
Perform the duties as needed as a Fire Code Official such as Plans Review, Permitting, and Construction Inspections
Approve listings for equipment, materials and services
Serve as a technical authority for implementation of the site fire protection program including oversight of the Fire Department interface, the fire alarm central receiving station, facility inspections and facility safety analysis and support duties

Demonstrated leadership and management experience in managing programs with significant fiscal and programmatic responsibilities across fire service and fire protection related principles

Demonstrated experience interfacing with external and internal customers to assist with strategizing, developing, negotiating, and defining of goals/milestones and scope
Ability to build and grow both internal and external organizational relationships and programs and effective teams

Training/Certification:
State Licensed Professional Engineer in the field of Fire Protection (or relevant equivalent in good standing), or the ability to obtain licensure within 2 years
LANL Fire Protection AHJ / Fire Marshal Qualification or ability to obtain the qualification within 2 years.
Education/Experience Minimum Requirements: Position requires a Bachelor's Degree from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
The position may be subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.
Desired Qualifications:
Extensive experience providing fire protection and life safety subject matter expertise for operating facilities having hazardous materials, within nuclear and accelerator facilities, research and development laboratories (wet chemistry, laser, material science, physics, etc.), radiological laboratories, assembly and business occupancies
Experience managing and overseeing a diverse, comprehensive fire protection program at the institutional level
Strong background in government regulations affecting fire protection, facility safety and contract management with emphasis on DOE/NNSA fire protection program plan priorities. Advanced knowledge of NFPA codes and standards, baseline needs assessment (BNA), and comprehensive fire protection program requirements and fire hazards analysis and mitigation techniques
Detailed knowledge of DOE and LANL policies and requirements related to fire protection program management and its integration with the broader mission
Advanced knowledge of Battelle safe conduct of research (SCoR) principles as a basis for a strong safety culture and to achieve operational excellence as a task-level framework for maintaining a safety culture
Current or previous service on professional societies, boards, or committees addressing fire protection, safety, or other relevant areas
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program.
