Summary This position is part of the WAPA-Upper Great Plains. As a Supervisory Electrical Engineer, you will be supervising Foreman and Journeyman level Electricians, as well as an Engineer, and formulating and executing a program, including budget, to maintain all substations under the North Dakota Maintenance Office across four or more field locations supporting a large geographic area. This is not a remote position. You will be required to be physically present at the Bismarck, ND duty location. Responsibilities As a Supervisory Electrical Engineer, you will: Develop and implement a preventive maintenance program consisting of extensive testing and tracking of equipment; analysis of equipment; recommend changes; implement modifications; conduct continuing analysis of equipment failures and operating difficulties and/or inspecting and accepting newly constructed substations; take action as necessary to correct deficiencies and eliminate potential issues. Plan, direct, and be responsible for the development and execution of a long-range preventive maintenance program, including budget formulation involving high voltage substation facilities incorporating the latest industry techniques, practices and procedures, as well as a practical application of electrical engineering of theories, principles and concepts. Advise Construction Engineering Department during constructions of major power facilities as to practicability of changes from stipulated designs as such changes relate to safety, operations and maintenance. Establish maintenance policies, practices, and procedures to ensure compliance with NERC/MRO/WECC standards, and other reliability standards as applicable. Plan work to be accomplished by subordinates, set and adjust short-term priorities, prepare schedules for completion of work, and assign work based on priorities, consideration of difficulty and requirements of assignments and the capabilities of the employee. Identify developmental training needs of employees, providing or arranging for needed development and training. Find ways to improve production or increase the quality of work directed. Be responsible for being knowledgeable about management's role and responsibilities in Labor Management relations. Requirements Conditions of Employment Must be a U.S. Citizen or National. Basic Requirement: You must meet one of the following: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (You must submit licensure or registration.) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (You must submit documentation) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-@type experience, e.g., in interdisciplinary positions. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is defined as: Developing emergency action plans and initiating actions and procedures to minimize equipment outages and provide uninterrupted service, and Providing advice to appropriate personnel during major facilities construction about the impact of safety, operations, or maintenance, and Leading teams or projects in an industrial or utility environment.
