Summary The primary purpose of this position is to manage VTS and BT Program activities such as patient transport, Special Mode Travel, mileage reimbursement and transportation contracts. This includes supervising/ensuring compliance with regulatory guidance and serving as the POC for BT IPERA audits. Responsibilities Duties include, but not limited to; Serves as the beneficiary transportation manager at the VAMC or and as such is responsible for managing, evaluating, and addressing all patient transportation activity at the site, including Beneficiary Travel, Special Mode Transportation, Inter-Facility patient transfers, discharge transportation, contract and fee arrangements for patient transportation and all associated patient transportation activity. Must have comprehensive knowledge to analyze and measure the effectiveness, efficiency and productivity of administrative and technical aspects of the services provided in Veteran Transportation Program. Manages the VAMC transportation budget, analyzes organizational budgets, and provides information and recommendations to Associate Director, Chief Financial Officer and CBO VTS Program Staff, as appropriate, including critical budget areas and all Beneficiary Transportation program Matters. Monitors budget allocation and execution to insure that operating program objectives are met. Coordinates local policy development and implementation with other clinical services such as Behavioral Medicine, Primary Care, Inpatient Medicine, Voluntary Service, Patient Care, etc. in support of the Transportation program. Participates in all mandatory VTP trainings, meetings, conference calls, Program Reviews, audits, VISN and VAMC VTS Board Meetings, community transportation meetings with State/regional/ local transportation coordination organizations and other activities as he/she determines appropriate. Performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Veterans Transportation Program Staff. Performs the administrative and personnel management functions relative to staff supervised. Provides guidance and relates policy and procedure to disciplines within the program. Represents the Veteran Transportation Program on committees and workgroups at a local, regional, VISN or National level on an "as assigned basis". Develops transportation resource networks of benefits to Veterans and beneficiaries and utilizations multiple venues to inform and educate Veterans and beneficiaries of these resources. The advisor to and closely works with VAMC or VISN VTS Board of Directors, submitting metrics reports, proposed policy and implementing the Board's decisions. Resolves complex Veteran Transportation issues, including urgent, complex or uncertain transportation needs of Veteran patients with the patients' providers, nursing, family or other medical facilities. Analyzes and evaluates transportation functions and activities being considered for conversion to contact operations. Identifies resources funding, equipment, facilities required to support varied level of program and resources. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required at the level to ensure compliance. Plans, develops, and implements controls and procedures for all VAMC transportation of Veterans, Caretakers, beneficiaries and related activities. Performs extensive and in-depth reviews on a routine basis of Beneficiary Travel, Special Mode, VTS and other transportation activities processes, financial reports, metric reporting systems, vehicle and equipment inventory and maintenance records to ensure effective function of VAMC beneficiary transportation programs. Conducts special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations of various modes of beneficiary transportation at the VAMC, including special mode, ambulance, conducted, donated/collaborative, etc. Prepares oral and written reports and presentations, prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed.
