This position is responsible for ensuring compliance with and implementation of child placement state and federal laws, specifically Title IV-E of the Social Security Act as amended by the Family First Prevention Services Act (FFPSA) to meet the Title IV-E Prevention Services Program requirements and Child Caring Institutions (CCI) residential placement requirements in specialized settings: PPY, SIL, SUDS, Sex trafficking and QRTP. This position provides the department with direction in the strategic planning and delivery of child placement services to all Minnesota child servicing and caring systems; supervise county social service agencies and provide technical assistance to initiative tribes in the delivery of child placement services and the implementation of the Title IV-E program; and act as team lead and support the supervisor in the direction and supervision of the Title IV-E program and assist in the development of an increase in Federal Financial Participation (FFP) to the Department and public child placement agencies.
Responsibilities include:
Guide and monitor the delivery of child placement services to ensure a comprehensive child placement system statewide that is in compliance with federal and state laws as they pertain to Title IV-E Foster care, Prevention, Adoption and Guardianship Assistance and Title IV-B regulations
Manage and support Title IV-E reimbursement activities at the state level to ensure that fiscal and program requirements are met
Lead the Title IV-E administrative and maintenance reimbursement program at the state level to ensure that fiscal and program requirements are met
Lead the strategic monitoring and planning for Federal Financial participation efforts
Other duties as assigned
Minimum Qualifications

Four (4) years of experience working with Title IV-E in child welfare that demonstrates the following:
Thorough knowledge of federal and state child welfare foster care, statutes and policies
Experience working with social service interfaces such as Social Services Information System (SSIS), MAXIS, etc.
Thorough understanding of child welfare best practice
Understand funding sources (federal, state, and local) for child welfare services and administrative procedures (at both state and local government),
Experience and knowledge in policy analysis, providing guidance on child welfare state and federal laws and best practices.
Preferred Qualifications
Masters degree in Social Work
Advanced knowledge and experience working in Social Services Information System (SSIS) and/or MAXIS
Experience with formal policy writing/publishing
Variety of experiences working effectively with others from different backgrounds and cultures.
